Mong Cai Customs contributes to improving the efficiency of customs clearance of exported agricultural products

VCN - If in the same period of 2022, import-export activities of goods through Mong Cai City were stagnant and disrupted due to the Covid-19 epidemic, then from the beginning of 2023 there will be significant growth. Contributing to this important result is the efforts of Mong Cai Border Gate Customs Branch (Quang Ninh Customs Department) in advising and creating favorable conditions to promote agricultural products exported through the area.

Advise on many solutions

By the end of October 31, 2023, there were 974 import-export enterprises through Mong Cai area, an increase of 212 enterprises compared to the whole year of 2022. Along with that, the output and export turnover of all kinds of agricultural products such as fresh and frozen seafood; Fresh and dried fruits, cassava starch, cashew nuts, pepper, and dried tea exported through the Km3+4 pontoon bridge opening increased sharply compared to the same period in 2022. Of which, the total output reached 653.8 thousand tons, Turnover reached 1,168 million USD, an increase of approximately 2.7 times in output (an increase of 245 thousand tons) and an increase of approximately 3.9 times in turnover (an increase of 868 million USD) compared to the same period in 2022.

This result is thanks to the Mong Cai Border Gate Customs Branch implementing a number of key solutions to ensure feasibility throughout 2023, such as advising the People's Committee of Mong Cai City to build a common unification mechanism for the provinces and localities in supporting, accompanying and attracting businesses inside and outside the province to carry out export procedures through the area. In addition, the Branch persistently proposed to the competent authority of Dong Hung City, China, at talks and conferences to ensure goods clearance efficiency.

That is, soon complete and put into operation 12 expanded goods inspection facilities to improve customs clearance efficiency for Vietnamese fruit products exported to China. Restore the quick exchange mechanism between the Customs authorities of the two sides at the border gate to promptly resolve issues that arise during the day. On the other hand, soon speed up the construction progress of the Iron bridge and the second Pontoon bridge at Km3+4, Hai Yen (Mong Cai, Vietnam) - Dong Hung Bien Mau market pair. At the same time, all trucks (over 13m in length, 4.8m in height and under 60 tons in weight) are allowed to carry Chinese export goods to Vietnam and expand to 8 customs clearance channels in Vietnam. The Branch also proposed to the Chinese Customs force to have a mechanism and policies to support the promotion of two-way import-export turnover and have a policy of prioritizing customs clearance in advance, quick customs clearance, and same-day clearance for fresh agricultural and aquatic products. Vietnamese produce and fruits; reduce the rate and time of testing and quarantine. Provide timely information on immediate management policy mechanisms for Vietnam's exported agricultural, forestry, and aquatic products before application. In particular, soon consider and approve additional fruits such as bananas, mangosteens, longans, mangoes, watermelons... and expand the list of Vietnamese seafood products allowed to be imported into China.

Since the beginning of 2023 until now, Mong Cai Border Gate Customs Branch has proactively deployed synchronously, drastically and effectively solutions to advise, propose and recommend the People's Committee of Mong Cai City to implement mechanisms, management policies and coordination of import and export activities appropriate to each specific time and period. The goal set by this Department is to ensure flexible and timely adaptation to increase customs clearance capacity and efficiency, promote import and export activities through the area, with priority and maximum facilitation for operations. Agricultural product exports maintain stability and develop sustainably and long-term.

Encourage and attract businesses

With the spirit of "Considering businesses as strategic partners", activities to support, accompanying and attracting businesses to carry out import and export procedures through the area has been implemented synchronously and flexibly by Mong Cai Border Gate Customs Branch. The Branch has organized meetings and consultations between Customs and Businesses; Establishing working groups to recruit, meet and interact at business headquarters to grasp the situation of production and business activities, and assist in solving problems that arise during the process of implementing customs procedures to encourage and attract businesses to carry out procedures through the management unit's area.

As businesses specializing in export agricultural products of the Km3 + 4 pontoon bridge opening for many years, representatives of Ngan Minh Ngoc Company and Nhat Hai Binh Company (both headquartered in Mong Cai City, Quang Ninh) said that during the procedure, leaders and civil servants of Mong Cai Customs provide dedicated support and advice, resolve procedures as quickly as possible, and shorten customs clearance time for export goods of businesses. Hopefully in the last months of the year when demand for goods increases, import and export activities through the area will continue to grow strongly.

With continuous efforts in synchronously and drastically implementing key solutions from the beginning of the year, up to now, Mong Cai Border Gate Customs Branch has basically completed and exceeded the targets, assigned political tasks, contributing significantly to creating a healthy and equal business investment environment, attracting businesses to carry out procedures through Mong Cai city.
