Minister of Finance stated at the conference.

At the online conference summarizing the work performance in 2018 and deployment of the tasks in 2019 held by the General Department of Vietnam Customs, assessing the State budget collection of the General Department of Vietnam Customs, the Minister of Finance Dinh Tien Dung said that in the context of Vietnam’s deep integration together with the implementation of multilateral and bilateral trade agreements, Free Trade Agreements (FTAs) have significantly affected the performance of the State budget collection tasks of the General Department of Vietnam Customs.

However, the General Department of Vietnam Customs has drastically and synchronously implemented the solutions set out; the State revenue has exceeded the estimate and the additional target assigned by the Prime Minister and the Party Committee of the Ministry of Finance. This is an excellent achievement by the General Department of Vietnam Customs, making an important contribution to the central budget revenues and ensuring the State budget balance.

Regarding administrative reforms, the General Department of Vietnam Customs has contributed to trade facilitation. It has actively advised the Ministry of Finance in implementing the National Single Window, reforming and improving the effectiveness of the specialized inspection for import and export goods, and strictly complied with the commitments of the ASEAN Single Window Mechanism and etc.

The Minister emphasized that the customs management has come into effect and brought specific efficiency by expanding the pilot implementation of automated Customs management system for imported, exported and transited goods at seaports and airports, and deploying online public services. In addition, the expansion of connection with commercial banks allowing for tax payment 24/7, and the increase in the provision of online public services have reduced time and cost for businesses.

The fight for detection and prevention against smuggling and trade frauds by the General Department of Vietnam Customs have also achieved remarkable results.

Also, the development of policies and mechanisms, the management for imported and exported goods, the risk management and the internal management have achieved significant results.

Appreciating the efforts in performing tasks in 2018 by the General Department of Vietnam Customs, the Minister of Finance highly praised the achievements obtained by the General Department of Vietnam Customs and said that those achievements have significantly contributed to the overall results of the Finance sector in 2018.

According to the Minister Dinh Tien Dung, 2019 is an important and breakthrough year for accomplishing the 5-year plan (2016-2020). Approving with the solutions proposed by the GDVC, the Minister requested the GDVC to focus on implementing a number of tasks and solutions to accomplish the assigned tasks in 2019 as follows:

Performing the State budget collection task in 2019 well, striving to exceed at least by 5% of the estimate. In order to implement this task, the Minister said that the GDVC needs to closely implement tasks and solutions in the Government’s Resolution 01/2019, and the Ministry of Finance’s Action plan, thereby, developing plans and drastically implementing from the beginning of the year. Focusing on post clearance audit, anti-smuggling and trade frauds, strictly controlling customs valuation declarations, promptly collecting tax debts to prevent State budget losses. Ensuring the correct, accurate and timely collection into the State budget.

Performing the administrative procedure reform, Customs management modernization and trade facilitation to shorten the time and cost in goods clearance according to the goal and requirement by the Government. In which, focusing on a number of tasks such as: effectively advise, urge and coordinate with ministries and sectors in implementing the action plan on promoting the National Single Window, ASEAN Single Window, reforming specialized operation and trade facilitation in accordance with the Government’s decision.

Innovating specialized inspection methods in the direction of applying risk management, further reviewing to point out problems in each stage in the inspection process to provide proposals, standardize and reduce the list of goods subject to specialized inspection before goods clearance.

Enhancing the IT application for Customs operation at all stages before, during and after Customs clearance. Expanding the automated system for Customs management for imported, exported and transited goods at seaports and airports. Developing a management system for processed and produced goods for export under the new management method, and expanding the connection with commercial banks for tax payment and collection 24/7.

For the better and more effective solution for anti-smuggling and trade frauds, the Minister requested that the GDVC continuously implement risk analysis to develop a plan and closely control targeted goods and areas with high risk, such as scrap, waste, petrol, minerals, high-tax goods, goods affecting the environment, imported liquor and tobacco, goods temporarily imported for re-export and goods in transit.

In addition, the Minister requested the GDVC to tighten the sector’s discipline, to strengthen the inspection and supervision of the duty performance of officials, for detecting, preventing and strictly handling officials who commit disgraceful violations; strictly comply with the code of conduct and professional ethics of Customs officers and publish the process of duty performance. Promoting the rotation of staff and maintaining disciplines, appreciating effective leaders and handling leaders of agencies, units and organizations where corruptions happen.

The Minister expected that with the exceptional traditions of the sector, he believed that in 2019, the GDVC and Customs authorities at all levels would have solidarity and make every effort to accomplish the assigned tasks.
