Maximize facilitation for enterprises to carry out procedures at Cai Mep port

Answer many concerns

At the conference, the Customs Branch of Cai Mep Port has disseminated and instructed enterprises on some contents that need attention in Decree No. 40/2019/ND-CP, Decree 14/2019 ND-CP and Decision 18/2019/QD-TTg of the Prime Minister on importing used machinery, equipment, and technological lines; some policies related to processing enterprises, export production and export processing enterprises; regulations on supervision and answering many questions from enterprises.

Specifically, answering the question of Vietnam M-I Drilling Fluid Co., Ltd. about the enterprise's release of goods pending the results of analysis and classification, representative of the Customs Branch of Cai Mep Port said that enterprises are allowed to release goods while waiting for the results of analysis and classification in the case of imported goods not subject to specialized inspection and enterprises have submitted tax or guaranteed by credit institutions of payable tax.

Answering a question from VAS An Hung Tuong Steel Co., Ltd. about whether or not from July 1, 2019, enterprises have to make deposit before 15 days, because according to the provisions of Decree 38/2015/ND-CP, enterprises must make deposit for scrap imports 15 days before the date of goods clearance. However, currently Decree 40/2019/ND-CP amended and supplemented a number of articles of Decree 38/2015/ND-CP, effective from July 1, 2019, which amended this clause. Representatives of the Customs Branch of Cai Mep Port said that according to regulations, tax policies and management policies applied at the time of registration of declarations. Therefore, the provisions of Decree No. 38/2015/ND-CP, if amended in Decree 40/2019/ND-CP, shall apply according to Decree 40/2019/ND-CP.

Regarding the question from An Hung Tuong Company about the General Department of Customs guiding the management of imported scrap, the bill of lading must show information about the deposit, however, in some cases of enterprises carrying out the deposit after issuing the bill of lading it will not be possible to show the deposit information on the bill of lading.

Representatives of the Customs Branch of Cai Mep port said that the General Department of Customs has recently issued a written response to the above mentioned problems. Accordingly, in case the importer of waste has no information on the number and date of the certificate of deposit at the time of issuance of the bill of lading, it is not required to check the information on the deposit confirmation on the bill of lading.

In addition to the above mentioned problems, the Customs Branch of Cai Mep Port has also answered many other problems of enterprises related to policies and procedures for agricultural products and goods subject to quarantine, and procedures for exporting raw materials imported through a 3rd country, procedures for foreign experts' assets

Actively support businesses

On clearance concerns of Saigon My Xuan Paper Company that enterprises are planning to concentrate goods on procedures at Cai Mep port with the quantity of up to thousands of containers/day if there is a situation of port jam or checkpoint jam. Representatives of Customs, Mr. Nguyen Van Danh, Director of Cai Mep Port Customs Department committed to green flow declarations and enterprises completed tax obligations and other obligations in accordance with the law, the time customs clearance of no more than 3 minutes. For goods that must be checked, if the enterprise produces a complete dossier, the time for checking the dossier shall not exceed 2 working hours.

However, in reality, for simple goods, the inspection of documents only takes 3-5 minutes from the time the customs office receives the documents. For goods that require actual inspection of goods, if the goods are not too complicated, it will not exceed 8 hours. Clearance of goods at Cai Mep Port is carried out 24/7 so businesses can be assured of normal goods without violations will be cleared during the day.

"In particular, Region 6 Veterinary Department has now arranged an animal and plant quarantine station right at the port to take on-site quarantine samples for enterprises. Therefore, the time for carrying out procedures for goods needing to be quarantined at Cai Mep port has now been shortened to equal to the time to process these items in Ho Chi Minh City," said Danh.

On the port side, Nguyen Hong Phuc, TCIT port director said at the end of 2018, in early 2019, there was a situation of port jam in Cai Mep - Thi Vai port area due to problems for imported scrap goods. In particular, there are ports with 50% capacity for inventory over 30-40 days that affect all services at the port. To limit this situation, from the beginning of the year until now, Tan Cang Corporation has controlled the delivery of goods to the port in order to ensure the volume of inventory in accordance with the flow and quality of services required by customers.

According to the statistics of Tan Cang Corporation, the cost of taking goods at Cai Mep is much lower than that of neighboring ports, and the time to pick up goods is faster because Tan Cang Corporation has a great priority for customers to do port clearance at Cai Mep. In particular, customers who take goods directly at the port will be entitled to a 20-50% reduction in lifting fees and a 50 to 80% reduction in storage fees for inventory cases due to policy problems.

"The coordination between the customs office and the port business in releasing goods in Cai Mep port area is quite good so businesses can be assured to bring goods to the port procedures," a representative of port business enterprises affirmed.

Similar to the question from Hong Nga Saigon Co., Ltd. about the time of transporting goods for port shipments by independent transport declaration, Mr. Nguyen Van Danh said the time to open the declaration is only a few minutes if the enterprise presents the full documentation. On their side, port enterprises also said that they will arrange maximum means of transport to transport goods to their destination. It usually takes only 2-3 days for shipping to transit ports to neighboring provinces. In addition, the port enterprises in Cai Mep area are closely linked with shipping lines and have a customer care center to support shipping companies as soon as possible depending on the priority level.

Speaking at the conference, most businesses highly appreciated the quality of service as well as supporting businesses of the Customs and Cai Mep port business enterprises. Many enterprises said that they have moved the customs procedures for import and export goods from many other localities to Cai Mep port recently. Enterprises hope that the Customs agency and the port enterprises in Cai Mep will continue to accompany the special companies in the periods of difficulties for enterprises due to changes in policies for import and export goods.
