Market Surveillance and Border Guard in coordination to prevent and combat smuggling and trade frauds

VCN - The General Department of Market Surveillance (Ministry of Industry and Trade) and the Border Guard Command (Ministry of Defence) held a conference to sign regulations on coordination in the prevention and combat against smuggling, trade frauds and counterfeit goods to enhance the role and responsibility of each force.

The conference evaluated the past coordination between the two units. Accordingly, under the Coordination Regulation No. 649 / QC-QLTT-BTL BRL July 23, 2008, the two forces followed the direction of the Government, Steering Committee 389, Ministry of Defence and Ministry of Industry and Trade, Market Surveillance and Border Guard forces to implement plans and solutions to combat smuggling, trade frauds and counterfeit goods and gained important results.

The two forces have coordinated to inspect and handle over 1,103 cases and collected VND14 billion for the State budget. However, the trafficking and transportation of banned goods, smuggled goods, counterfeiting and trade fraud have been a problem in many provinces and cities, hampering socio-economic development and having potential risks affecting people's lives and health.

At the Vietnam - China border, the situation of trafficking and transportation of smuggled goods remains complicated, especially drugs, firecrackers, wild animals, household goods, consumer goods, machinery, scrap, poultry, coal, ores, wood, agricultural and aquatic products.

At the Vietnam - Laos border, the illegal trade and transportation of banned goods such as drugs, weapons and explosive materials is increasing in Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue and Quang Ngai; the smuggling of foreign wines and cigarettes, electronics, refrigeration and wildlife in Nghe An, Ha Tinh, Quang Binh, Quang Tri and the smuggling and illegal exploitation and transportation of wood in Nghe An, Ha Tinh, Quang Binh, Quang Tri and Kon Tum are still a problem.

At the Vietnam - Cambodia border, the transportation and trafficking of foreign cigarettes and sugar is still a problem with many sophisticated concealment methods and tricks. At sea border lines, petroleum smuggling activity is still complicated.

To achieve better results, the two forces will study and advise the Ministry of Industry and Trade and the Ministry of Defence on guidelines and solutions to strengthen prevention and combat against smuggling, trade frauds and counterfeit goods; exchange information and documents on the situation related to smuggling organizations, lines, groups, routes and key areas and methods of smugglers at border lines.

In particular, the two forces coordinate to inspect, arrest and handle cases; exchanged legal provisions, new guidelines and policies related to each party's activities, especially changes in the law on border management, policies on imports and exports, on temporary imports for re-export, border gate transfer, port transfer and domestic goods circulation.

In the investigation, if forces’ officers are discovered to support acts of illegal activities or obstruct the investigations, the forces work directly together to combat and report to a higher level for an appropriate solution.

At the signing ceremony, General Director of the Market Surveillance, Tran Huu Linh said to achieve the results, the two sides shall develop specific plans to implement the contents of the coordination regulations.

The General Department of Market Surveillance and the Border Guard Command will direct the provincial and municipal Market Surveillance departments and Border Guards units to build and sign coordination regulations in accordance with practicality, ensuring smooth and timely direction between the two forces.
