The Prime Minister warned the Ministry of Health for having many kinds of specialized examination

The information was provided during the working session of the Prime Minister's Working Group chaired by Minister-Chairman of the Office of the Government Mai Tien Dung with the Ministry of Health in the field of import-export goods and services related to the field of management of this Ministry, in the morning of 20th September.

"The Prime Minister reminds the Ministry of Health has a lot of specialized examination subjects. We agree on good management, security, and national defense, but also create favorable conditions for businesses, create conditions for socio-economic development, remove difficulties of people and enterprises, anti-group and local interests. Need to remove the barrier, the license", - Mr. Mai Tien Dung stressed at the opening of the meeting.

One of the major shortcomings related to management and technology of the Ministry of Health was mentioned by the Minister-Chairman of the Office of the Government as overlapping and inadequate in management, with much of inspection rate but very few violation detection.

Typically in the area of food safety inspection, the classification has now been made through inspection records, visual inspection while if the organization of sample testing to produce the results of the shipment to meet the requirements or not is very low.

"As it is the case in the port area of Hai Phong, animal and plant quarantine facilities of the Ministry of Agriculture and Rural Development have equipment and machinery for inspection, but the Ministry of Health does not have the machinery to check, only by feeling inspection", said Mr. Mai Tien Dung.

After listening to Deputy Minister of Health Truong Quoc Cuong presenting a long report of the Ministry of Health on management, technology and implementation of the National Single Window (NSW), Minister-Chairman of the Government Mai Tien Dũng frankly commented: If as the report of the Ministry of Health, so are you doing the best? It does not solve the problem by such a Pooh-Bah way.

"The problem is that what specialized examination, the list of goods, procedures, time, cost etc., will the Ministry of Health reduce? The direction of the Prime Minister is to strengthen the accreditation each other; dividing the enterprise stream for management etc., but the report of the Ministry of Health is long but not specific" - Head of the working group of the Prime Minister emphasized.

Reduce 90% of the must-have specialized examination commodities of food safety

Immediately after the comments of Mr. Mai Tien Dung, Minister of Health Nguyen Thi Kim Tien directed the departments and functional departments to report clearly to the Working Group what records, papers with specific goods groups will have to check. Which items have a great impact on people's health and cannot be removed from the inspection according to international practices, but the inspection work must be conducted publicly and transparently.

"Why is the Ministry of Health implementing NSW so drastically, as one of the early connection ministries from 2015 but why so far it has just connected 5 administrative procedures?" - Ms. Nguyen Thi Kim Tien frankly acknowledged and request the specialized agencies of this ministry to have specific information to report to the Task Force.

At the direction of two ministers, Mr. Nguyen Thanh Phong, Director of the Food Safety Department (Ministry of Health), said that food safety is currently implemented by three ministries: the Ministry of Health; Agriculture and Rural Development; Industry and Trade. If the implementation specialized examination reforms in the field of food safety such as not checking records, do not check with the units have been checked three consecutive times in the year without detecting violations; revision of Decree 38/2012/ND-CP guiding the Law on Food Safety will reduce the number of products subject to inspection to 90% compared to the current.

Mr. Nguyen Thanh Long - Deputy Minister of Health added, even if the amendment was thoroughly through revising the Law on Food Safety, the number can be reduced to 99%.
