Operation of goods at Noi Bai Cargo Terminal

Accordingly, Hanoi Customs Department will workwith air-cargo terminal operatorsat Noi Bai international airport to comply with Clause 7, Article 52 of Circular 39/2018/TT-BTC.

Specifically, the General Department of Vietnam Customs requests air-cargo terminal operators to check the actual goods brought into terminals with the list of goods that are planned forloadingand unloading, send the list of different goods or goods that are not planned to loadand unload to the Customs system; arrange a private storage space withsurveillance cameras connected to the Customs System, and only bring goods intoterminals when airlines conductadditional declarationsin accordance with regulations; report to the Customs immediately after ending the process of loadingand unloading.

The General Department of Vietnam Customs instructs that if airlines amend and supplement the bill of lading, air-cargo terminal operators shall receive the amended and supplemented declaration; handle the amended and supplemented declaration; approve and refuse amendment and supplementation of the bill of lading.

The General Department of Vietnam Customs also guides that if the information stated on the bill of lading is different from the list of goods planned to loadand unload; goods are imported by air and then transported on aircraft of domestic routes to destination ports stated on the bill of lading subject to “imported goods transported from the import border gate to the destination port stated on the bill of lading" and carry out customs procedures under the form of independent transportation, shall comply with Point c.2, Clause 1, Article 50 of Circular 38/2015/ T-BTC (amended and supplemented in Clause 28, Article 1 of Circular 39/2018/ TT-BTC).
