Ho Chi Minh City Tax Department implements many solutions to support taxpayers

According to the Director of Ho Chi Minh City Tax Department Tran Ngoc Tam, the Department applied many information technology applications to facilitate taxpayers. Until the end of 2016, the number of enterprises registering account for electronic tax payment reached 99.37%, of which, the number of enterprises successfully registering for electronic tax payment with banks reached 94,36% of the total number of operating enterprises. The number of enterprises declaring tax via the internet reached 99.97% of the total number of operating enterprises.

Besides, the Ho Chi Minh City Tax Department collaborated with the Information Technology Department of the General Department of Taxation to pilot the electronic invoicing system with verification code of the tax for enterprises in the City. Specifically, the number of enterprises registered and issued invoices was 114 enterprises with 13.342 billion vnd of total verified revenue and 346 billion vnd of total verified tax amount.

The pilot implementation of tax collection order for individuals paying tax by the tax package method via electronic methods with the Vietnam Post Corporation and the Vietnam Post and Telecommunications Group at the 6 Tax Branches reached good achievements, so that the Department proposed General Department of Taxation and Ministry of Finance to consider and allow the implementation at the remaining 18 districts.

Maintaining propaganda, support and dialogue with taxpayers via various forms: direct, electronic methods and mass media. Supporting and receiving 33,694 Personal Income Tax finalization dossiers at the Tax Departments and 24 district Tax Branches.

Creating an electronic mail linking 170,000 enterprises with Tax Departments to communicate and exchange with Tax authority to guide new tax policies and inform obstacles of the enterprises in a timely fashion and limite the direct communication and transaction between the enterprises and tax officers.

In particular, the Department conducted tax inspections and audits under the risk management methods on basic of collection and analysis of taxpayer information. Building a database system to strengthen the inspection, review and classification of high-risk sectors to issue measures to combat tax fraud; Focusing on inspecting and auditing 16 high-risk areas on Tax, including some key areas such as: e-commerce business, real estate business and transfer and capital transfer and multi-level sales enterprises, which directly affect the Law voluntary compliance of the taxpayers.

At the session, the Ho Chi Minh City Tax Department also proposed policies and mechanisms to further expand Tax agent system to reduce the work pressure for Tax authorities and issued policies to support newly-established enterprises and start-up enterprises to operate efficiently and toward the target of developing enterprises under the Government’s Resolution No.35.

The effective implementation of the Single Window mechanism in a number of areas (granting business registration certificates, certificates of land and house use right, and property ownership registration, etc.) will reduce a lot of administrative procedures and time for enterprises and people. Therefore, the Department proposed the Government to issue policies to implement of the Single Window mechanism in certain areas so that ministries, sectors and localities can implement when conditions permit.

At the session, the Vice President of Vietnam Fatherland Front Central Committee Tran Thanh Man, said that in order to create a breakthrough in improving the business investment environment, HCM City Tax Department needs to pay attention to research, review and make recommendations to improve the institutions and policies; and issues better solutions to help the enterprises easily apply the tax policies and laws.

Continuing to propagate and publicize tax administrative procedures and the result of handling administrative procedures for business community and taxpayers; Spreading Resolution No.19 to local Tax branches and cadres and civil servants. Especially, further talking and listening to support and remove difficulties for the enterprises.

Implementing fairly tax administration, thereby distinguishing the enterprises which strictly abide by the law and enterprises which do not comply the law. Implementing risk management to ensure fairness and encourage enterprises to operate legally and fulfill their obligations strictly, and issue measures to strictly manage enterprises which do not comply the Law.

Continuing to focus on online tax declaration and payment to shorten the time and reduce troubles for enterprises and people in tax refunds, and having more effective solutions to prevent tax losses.

Closely and regularly collaborating with the Customs, Public Security, Natural resources and Environment sector to create comprehensive and unified connection, especially in the fields of land, investment and management plans of industrial parks and registration, and simplify administrative procedures towards the satisfaction of people and enterprises.

There should be more mechanisms to listen to the people and enterprises, and strengthen direct dialogue and talk, and highly appreciate the role of heads of tax agencies to shorten the gap between Tax authorities and business community and association, and reward and encourage the agencies, organizations, individuals and enterprises which had great contribution to the Tax.
