Ho Chi Minh City Customs to collect 109,900 billion vnd

VCN – On 12 January 2017, the Ho Chi Minh City Department held a conference to summarize the performance in 2016 and deploy the tasks for 2017. Reporting on the performance results in 2016 of the Ho Chi Minh City Customs Department, Deputy Director of the Department Le Dinh Loi acknowledged that the assigned ordinance target of State revenues in 2016 of the Ho Chi Minh City Customs Department was 102,500 billion vnd, accounting for 37.96% on the Customs total revenues, increasing by 9.1% compared to the achieved result in 2015. On 31 December, 2016, the Ho Chi Minh City Customs collected 101,157.889 billion vnd, reaching 98.69% of the estimate (102,500 billion vnd) increasing by 7.69% against 2015, accounting for 37.15% ofCustoms total revenues.

According to analysis of the Ho Chi Minh City Customs, from the beginning of 2017, the Ho Chi Minh City Customs Department has built an action plan to focus on operating and steering budget collection, deploying the VNACCS/VCIS, modernizing Customs to facilitate import-export activities, and determining to issue many solutions to complete the ordinance target of State revenues of 102,500 billion vnd.

The objective reasons leading to failing the estimates are: the tariffs in MFN and FTA in 2016 continued to decrease by 1% - 3%. Under the roadmap, there were tariffs returning to 0%. Under the analysis, the revenues decreased by 130 billion vnd every month compared to 2015 (the revenues in 2016 were estimated to decrease by 1,800 billion vnd); revenues from petrol and oil sharply fell in 2015 and continued to deeply falll in the first months of 2016 to $US 32 per barrel. The petrol and oil turnover reduced by $US 2,880 million, thereby the State revenues reduced about 7,000 billion vnd. In 2016, the State revenues of the Customs Branch at Sai Gon port Zone 3 reached only 19,900 billion vnd while its revenues in 2015 was 28,000 billion vnd. Furthermore, there were a few subjective reasons such as: the inventory of 1,300 imported automobiles at the ending of 2016, the loss of revenues due to subjectiveexistences.

With deployment of many unified solutions in anti-smuggling, the Ho Chi Minh City Customs Department arrested and recorded 1,504 violation cases (down by 34.2%) compared to the same period in 2015 with a value of 654.5 billion vnd (up by 440.5%) compared to the same period in 2015. The Customs Branches prosecuted 8 cases (up by 700% compared to 2015).

In addition, in 2016, the Ho Chi Minh City Customs Department increased the revenues for the State budget over 1,700 billion vnd from the post clearance audits, pricing consultancy and pricing determination of non-tradable goods. In which, the Ho Chi Minh City Customs Department actively focused on implementing the instructions, inspected and urged the Customs Branches to carry out post-clearance audits(for declarations within 60 days), as well as enhancing the inspections at the head offices of the enterprises, detecting and handling trade frauds in a timely fashion. In which focusing on checking suspicious signs in value (automotive goods, frozen foods and items with high risk), in code and origin; discovering loopholes in Customs clearance and shortcomings of policies to propose in a timely way. As a result, there were 274 post clearance audits, up by 19.13% compared to 2015 with the imposed tax arrears of 1,481 billion vnđ.

At the conference, the Ho Chi Minh City Customs Department also bravely pointed out the limitations and shortcomings in task performance in 2016 and provided solutions to overcome; and the border Customs units and functional divisions also mentioned some difficulties and problems in performing their tasks, and proposed to the leaders of General Department of Customs the incurred problems.

Speaking at the Conference, the General Director of Customs Nguyen Van Can complimented and congratulated the achievements of the HCM City Customs Department in the past year. "Looking at the results of the Ho Chi Minh City Customs Department showing that the unit achieved comprehensive results on all aspects.Although the Ho Chi Minh Customs Department did not reach the target of budget collection, compared to the general aspects, the collected revenues were high. This was the first time that the HCMC Customs Department’s revenues passed the threshold of 100.000 billion vnd; and detected more than 1,500 violations which were violations on weapons, drugs, ivory, banned goods "- the General Director stressed.

According to the assessment of the General Director, although the working groupsachieved more outstanding results than the previous years, there are still certain restrictions. The Director General pointed out the limitations of the Ho Chi Minh City Customs inbudget collection; goods supervision and task performances.

The Director General requested that in 2017, the Ho Chi Minh City Customs Department applies the standards, continues the administration reform, facilitates the import and export activities, and absolutely not allow officers to abuse their powers to annoy and harass the enterprise., etc to increase the import-export turnovers, attract the investment of enterprises to create revenue resources; and enhance control and inspection. Implementing 2 tasks at the same time: Facilitating trade and improving management of Customs authorities.
