Hanoi Customs Department consolidate the work of cost management in the Department

The consolidation of cost management team in Customs valuation will be monitored directly by Director of Hanoi Customs Department as team leader. The team will be responsible to build up team members for the work of price in the unit as a focus.

Develop training programs and foster Customs officers to implement Customs valuations.

Systematize legal documents, regulations, procedures and rules in the work of determining Customs valuations. Following-up, collecting, directing and guiding their units in the process of determining Customs value.

Furthermore, inspecting and supervising the implementation of the Customs valuation. Recommended to handle violations in the process of determining taxable value. Directing to procure and provide equipment to serve for the work of Customs valuation as required by the unit.

In 2016, Hanoi Customs Department has implemented several measures to strengthen Customs valuation. Conduct to examine the work of price for 7 Customs Branches and promptly corrected the errors in inspection, valuation, focusing on consumer goods at high tax rates in the Catalogue of price such as wine, beer, cars and spare parts. At the same time, review and send 2 reports to the General Department of Customs for proposing to amend and supplement the Catalogue of price risk.

As a result, in 2016, Hanoi Customs Department consulted 88 import and export declarations: Accept the declared value for 29 declarations; dismissed 31 declarations; passed 28 declarations to post-clearance audit; and arrears after consultation by 1.9 billion VND.

However, according to the Hanoi Customs Department, in recent years, the work of Customs valuation has some exist shortcoming. The review and checking regularly for valuation work in the Department was not timely, some cases accept lower price under the list of risk management in price of the General Department of Customs so it leads to errors.
