Ha Noi Customs supports businesses in automatic surveillance at airports
Previously, on 16 October 2017, Ha Noi Customs Department announced and deployed Decision 20161/QD-BTC of the Ministry of Finance on the pilot automatic Customs surveillance and management for imported, exported goods and goods in transit at Noi Bai International Airport. On the first day of implementation, the automatic Customs surveillance was applied to imported goods of Noi Bai Cargo Terminal Service Joint Stock Company (NCTS). Until 1 November 2017, Ha Noi Customs Department continuously applied to imported and exported goods of NCTS.
According to the representative of Information Technology Division (Ha Noi Customs Department), after 10 days of the pilot (from 16 October to 26 October 2017), 8,908 imported shipments which were granted Unique Consignment Reference (UCR) were eligible to enter the air warehouse. The number of imported consignments in the air warehouse approved by the system was nearly 4,000 consignments. The quantity of imported consignments eligible to exit the air warehouse was 1,128 consignments. Noi Bai International Air Port Customs Branch pre-scanned 1 imported consignment and did not found any suspicious violation.
According to Ha Noi Customs Department, the pilot automatic Customs surveillance and management for imported, exported goods and goods in transit at Noi Bai International Airport is operated stably and smoothly. In the first two weeks of implementing, some obstacles in declaring on Unique Consignment Reference and procedures of imported goods were handled by Ha Noi Customs Department in collaboration with units under the General Department of Vietnam Customs and partners.
The initial implementation has brought achievements due to implementing a series of measures to propagandize and support businesses such as propaganda through mass media and notice to guide businesses and send an officer to receive and remove obstacles and train for import and export businesses.
In addition, the Department also organized many training courses for Customs officers at Customs units and staffs of air warehouses to unify contents with purpose of guiding and consulting import and export businesses.
The Department has also closely coordinated with the General Department of Vietnam Customs and e-customs declaration software providers to upgrade version of Customs declaration software to support businesses under provisions of the Ministry of Finance’s Decision 20161/QD-BTC on the pilot of automatic Customs surveillance and management for imported and export goods and goods in transit at Noi Bai International Air Port. Especially, this software is required to have the function of attaching automatically Unique Consignment Reference for imported goods and automatically obtaining Unique Consignment Reference from online public service for exported goods.

According to the plan, in November 2017, Ha Noi Customs Department will continuously deploy at ALS Cargo Terminal (ALS Cargo Terminal Co., Ltd) and ACSV Cargo Terminal (Air Cargo Services Co., LTD). After that, Ha Noi Customs Department will deploy extended warehouses in the areas and express businesses. Currently, Ha Noi Customs Department has proposed the General Department of Vietnam Customs to open a portal to connect software of ALSC and ACSV to check the system before official implementation. At the same time, the Department has worked with Viettel Information and Communications Technology Solutions Center (Viettel ICT) to improve some functions for scanning.
Implementing Decision 20161/QD-BTC, since 16 October 2017, the General Department of Vietnam Customs has piloted automatic Customs surveillance and management for imported, exported goods and goods in transit at Noi Bai International Airports. The contents of this work as follows: Based on pre-information of flights, cargo with issued UCR. These UCRs are attached with imported and exported declaration. Warehouse operators must send information of cargo in and out warehouse and list of the cargo of the wrong declaration enclosed with URCs to the Customs in operation of cargo. The great benefit in deploying the systems of automatic Customs surveillance and management for imported, exported goods and goods in transit is to make information more transparent and safer and prevent fake documents thanks to e-information exchange between the Customs and businesses. For the Customs, the systems provide pre-information on luggage and cargo of passenger help the Customs analyze information and classify goods with a high risk of violation to announce the warehouse to inspect the goods right after goods arrival without Customs procedures. For businesses, the application of this system has brought many practical benefits. Especially, businesses have information on consignments which were completed Customs procedures to actively clear goods. Thus, saving time and returning goods to businesses as soon as possible to facilitate business and production. This is the great policy of the Customs sector. After successfully deploying at Noi Bai, it is expected that in the coming time, the Customs will expand the system at the other provincial and municipal airport Customs Departments. |
