Ha Noi Customs Department hit the revenue target soon

Implement synchronous solutions

Deputy Director of Ha Noi Customs Tran Quoc Dinh said that from the beginning of the year, the department has followed the General Department of Vietnam Customs’ Directive 723/CT-TCHQ synchronously implementing solutions for trade facilitation and anti-revenue loss and issuing a decision to assign the targets of State revenue and collection of overdue debts to subordinate-units.

In the context of tariff cuts, the Ha Noi Customs’ revenue in 2019 still surpassed the target due to a sharp increase in taxable turnover compared to 2018, of which some commodity groups increased both in revenue and turnover. The increase of machinery, equipment, tools and spare parts due to that the department instructed and facilitated carrying out procedures for investment projects such as the Pilot Urban Railway Project in Ha Noi City (running from Nhon to Hanoi Railway Station); the project of breeding chicken breeds and commercial laying eggs to produce clean chicken eggs; a project on constructing the Red River surface water plant, and Duong River surface water plant. In addition, CBU cars sharply increased because the GM Vietnam Co., Ltd and VinFast Manufacturing and Trading Company Limited carried out customs procedures for CBU car of less than nine seats at the department.

The department has sent a written request to the Department of Planning and Investment, the Management Board of industrial parks of Hanoi city, Vinh Phuc, Phu Tho, Yen Bai and Hoa Binh provinces to instruct new investment projects in carrying out procedures in these areas.

For example, at Vinh Phuc Customs Branch, Deputy Manager Pham Van Thang said the branch has worked with departments, boards and agencies of Vinh Phuc to support the business community, attracting and increasing revenue. It also has collaborated with the management boards of industrial parks and business associations of Vinh Phuc to listen to businesses to remove obstacles and difficulties for them in carrying out customs procedures, creating a favourable environment in import and export activities. From these activities, the branch’s revenue increased and surpassed the target.

Manager of North Thang Long Industrial Park Customs Branch Nguyen Thai Binh said most businesses carrying out procedures at the branch were FDI businesses and the solutions to facilitate businesses were implemented specifically. The branch periodically held Customs-business conferences to promptly remove obstacles for businesses; set up an email inbox to exchange information and send new documents to businesses. Besides, improve responsibility and compliance with administrative rules of customs officers in performing public services; create favourable conditions to attract businesses to carry out procedures at the branch to increase State revenue. By implementing a series of solutions, the branch strives to complete the target of VND 1,484 billion.

At other customs branches such as Noi Bai International Airport Customs Branch, Express Cargo Customs Branch, branches have focused on strengthening control, anti-smuggling and trade fraud. Thereby, enhancing the compliance of businesses. With the achieved revenue, Ha Noi Customs Department expects that by the end of December 31, the department’s revenue will reach VND 22,575 billion, exceeding 5 percent of the estimate and equal to 100 percent of the target.

Increase revenue through combating smuggling and trade fraud

In 2019, Ha Noi Customs coordinated with forces to make a record of penalties for 1,111 violations, including 1,063 customs offences with total budget collection of VND 70.15 billion; 22 drug cases and 26 cases of smuggling and illegal transportation of goods across borders. Of which, two cases were prosecuted and six were requested Ha Noi Police to prosecute. This is a highlight in combating smuggling and trade fraud of Hanoi Customs Department for the year 2019.

Risk management has been strengthened through improving the efficiency of scanners at the Noi Bai International Airport Customs Branch; reviewed and analysed targeted subjects and focused on preventing smuggling and trade fraud; made the list of targeted passengers with 108 cases; implemented pre-screening of 4,583 air waybills; set 407 analysis criteria and made 601 risk dossiers; approved and updated 3,366 business profiles on the risk management system; proposed to increase and reduce rank of businesses; updated 1,085 violations on the Violation Management System. Currently, the rate of channel classification reached 46.4 percent of Green channel, 48.5 percent of Yellow channel, and 5.1 percent of Yellow channel. Especially, the revenue from the post clearance audit reached VND 450 billion, reaching more than 300 percent compared to the target and 263 percent compared to 2018.

Ha Noi Customs Department has considered information technology in customs operations as the key to accelerating reform and modernisation. The Hanoi Customs Department has upgraded the National Single-Window system and the automated customs management system at Noi Bai International Airport. Currently, 100 percent of airlines have registered to participate in the implementation of the National Single Window and send information to the National Single Window Portal as prescribed; completed deployment and connection to all three warehouses. Currently, 4,000 consignments are supervised via the system on average per day, the customs clearance time has reduced from 3-6 hours to an average of 15 minutes.

Besides, the department deployed the automated customs management system at 21 of 36 warehouses, yards and ports; at the bonded warehouse of Noi Bai Catering Company and at the warehouse of Hateco Logistics. At the same time, it has deployed the support software system for capacity assessment of customs officers.
