According to the Customs, due to the effect of Covid-19 pandemic, many border gates have suspended operation or limited customs clearance, leading to congestion of goods at border gates or goods deposited in bonded warehouses, and goods temporarily imported for re-export that cannot be exported.
This situation may cause environmental pollution or smuggling of expired goods to the inland, which do not meet food quality and safety standards.
Therefore, the country’s top customs regulator has asked local customs departments to review all warehouses, goods storage sites or enterprises engaged in temporary import for re-export to make statistics of the actual quantity of goods as frozen products and goods subject to excise tax that are stored at these areas.
The GDVC has also asked the departments to plan and inspect enterprises engaged in temporary import for re-export, warehouses, yards and sites where the frozen products and goods subject to excise tax are stored; report the results of inspection and handling to the GDVC.
The GDVC has requested the customs departments that the inspection plans must be detailed contents such as warehouses, yards, inspection sites, reasons for inspection, inspection contents, and inspectors (including representatives of the Department of Health, Department of Natural Resources and Environment, quarantine agency), and inspection time.
