In order to continue implementing the tasks and solutions to promote the National Single Window, ASEAN Single Window and reform of specialized inspections for export, import and trade facilitation goods for the last six months of 2019, the Deputy Prime Minister asked the ministries and branches to keep effective implementation at the 4th Session of the Steering Committee 1899 according to Notice No. 105 / TB-VPCP on March 22, 2019 of the Government Office and Government Programs and plans on promoting the National Single Window, ASEAN Single Window and reform of specialized inspection for exported goods import, export and trade facilitation.

The Deputy Prime Minister requested that from now until the end of 2019, the Ministry of Finance will host and coordinate with ministries and branches to promptly complete the procedures and submit to the Government for approval the Decree stipulating the implementation of administrative procedures under the National Single Window, ASEAN Single Window and specialized inspection of export and import goods; submit to the Government for approval this month.

This office should soon implement procedures to submit to the Government for approval the policy of developing a Decree on connecting and sharing information between Government agencies and stakeholders through the National Single Window in the field import, export and transit goods.

IT development for National Single Window

The Ministry of Finance will host and coordinate with ministries and branches to accelerate the development and implementation of the overall scheme on building and developing information technology systems in service of the implementation of the national single window mechanism and ASEAN single window oriented towards centralized processing.

In particular, the General Department of Customs will coordinate with the ministries and branches to complete the National Single Window Portal operating on a centralized state management database for import and export goods, transit, people and transport.

This work needs to meet the requirements of providing utility services to support people, businesses and state agencies in implementing administrative procedures under the National Single Window and ASEAN Single Window; serve the management, directions and socio-economic policies of the Government at all levels; connecting and exchanging information between ministries and branches with related parties, between Vietnam and ASEAN countries and other international trade partners.

Ministries and branches will urgently complete the transformation of specialized management information technology systems from dispersed processing models to centralized processing models in ministries and branches; connecting, exchanging and sharing information with the National Single Window to form a centralized state management database.

Ministries and branches will focus resources and accelerate the implementation of reviewing procedures, information targets, developing information technology systems and other related solutions to ensure completion of development objectives, declare 61 administrative procedures on the National Single Window in 2019 as proposed at the beginning of the year; continue to promote the reform of specialized management and inspection for import and export goods in the spirit of facilitating but also strengthening anti-commercial fraud.

In the process of formulating and promulgating legal documents related to specialized management and inspection, especially the contents related to state inspection of customs, ministries and branches need to coordinate closely with the Standing Agency (General Department of Customs) to make the documents feasible and avoid overlaps, causing difficulties for people, businesses. industry and state management agencies.

The Ministry of Public Security urgently coordinated with the Ministry of Finance to connect the Specialized System of the Ministry of Public Security to the National Single Portal to receive information on exit, entry and transit aircraft to implement National Single Window; coordinate with the Ministry of Finance and related units to study the plan of implementing procedures for vessels on entry and exit through the National Single Window at ports managed by the Public Security Agency in an effective way, facilitating businesses.

The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Finance and related units in the process of negotiating and exchanging and recognizing electronic certificates for quarantine with Vietnam's trade partners.
