Focusing on implementing PM's direction on digital transformation in customs field

Towards paperless customs procedures
To effectively implement the Prime Minister's direction, in the 2024 Digital Transformation Plan, the General Department of Customs sets out 6 groups of specific tasks, including:
First, reviewing and completing legal policies, upgrading the information technology (IT) system towards digitizing documents in customs records towards paperless customs procedures for import and export goods; means of transport on exit and entry, gradually ending the requirement for customs declarants to submit paper documents in the customs records upon the customs clearance.
Specific tasks are: completing and submitting to the Steering Committee for approval the master model for building Digital Customs and Smart Customs; completing the overall Customs professional process on the basis of the master model of building Digital Customs and Smart Customs to meet management requirements from beginning to end.
Reviewing and completing specific business processes for each field (branch processes) to meet the requirements of comprehensive digital transformation and seamless management from beginning to end.
Upgrading and deploying information technology systems, including: building an information technology system to implement digital customs to meet technical requirements in customs clearance; continuing to effectively deploy application systems in the customs field.
Second, reviewing and completing the system of legal documents related to licensing and specialized inspection of imported and exported goods to promptly detect inadequacies and problems and propose specialized ministries and competent authorities to amend and supplement; promoting reform, IT application and data sharing with Customs authorities to serve customs clearance of goods.
Reviewing and reporting to the Ministry of Finance to coordinate with specialized ministries to review and complete the system of legal documents related to licensing and specialized inspection of exported and imported goods to promptly detect inadequacies and problems and propose specialized ministries and competent authorities amendments, supplements and replacement.
Enhancing connection and data exchange with customs of other countries
Third, ensuring equipment to serve the modernization of the customs industry, customs inspection, supervision, and control at border gate and seaport areas, limiting contact between people, businesses and customs authorities to ensure strict compliance with the provisions of law.
Based on functions and tasks, professional units under the General Department review and propose to modernize equipment to serve customs inspection, supervision and control at border gate areas, seaport to limit contact between people, businesses and Customs authorities, ensuring strict compliance with legal regulations.
Ensuring equipment to serve the modernization of the Customs industry, customs inspection, supervision and control at border gate and seaport areas based on the needs of the units.
Fourth, strengthening cooperation activities and exchange of customs data information with countries in the region and around the world, especially strategic trading partner countries with large import and export turnover to create favorable conditions for Vietnamese goods to be exported to these countries and vice versa.
Fifth, regularly organizing dialogues to remove difficulties and problems, and evaluate the satisfaction level of people and businesses when carrying out administrative procedures at customs offices at all levels; Promptly inspecting, rectifying and handling customs units and officials who violate the law, causing trouble or harassment.
Sixth, proactively coordinating with the Ministry of Public Security to implement Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister on approving the Project to develop population and identification data applications and electronic authentication to serve the national digital transformation in the 2022 – 2025 period, vision to 2030 and quickly digitizing cross-border import and export procedures, building smart border gates to reduce administrative procedures and compliance costs for people and businesses....
In Official Dispatch No. 245/TTg-KTTH dated April 17, 2024, the Prime Minister requested the Ministry of Finance and the General Department of Customs to review and complete legal policies and upgrade information technology systems towards digitize documents in customs records towards paperless customs procedures for imported and exported goods; means of transport on exit and entry, gradually ending the requirement for customs declarants to submit paper documents in the customs recordes upon customs clearance. Reviewing and completing the system of legal documents related to licensing and specialized inspection of imported and exported goods to promptly detect inadequacies and problems and propose specialized ministries and competent authorities to amend and supplement; promoting reform, IT application and data sharing with Customs authorities to serve customs clearance of goods. |
