From 1 July 2018: Expand the Single Window at seaports in 13 provinces and cities

According to the General Department of Vietnam Customs, based on the plan to expand the National Single Window at seaports and inland waterways in accordance with the Prime Minister's Decision No 2185 / QD-TTg dated 14 November 2016, after completion of construction in accordance with the provisions of Decree 58/2017 / ND-CP dated 10 May 2017, the General Department of Vietnam Customs has coordinated with the ministries and held 3 training courses in Hai Phong, Ho Chi Minh City, and Da Nang City for enterprises and relevant State management agencies to carry out procedures for vessels and ships at seaports and inland waterways through the National Single Window.

On the basis of the unified implementation plan among the State management agencies, the General Department of Vietnam Customs announced that the expansion of the National Single Window at the seaports shall be implemented from 9 am on 1 July 2018.

The scope and location of the project include offshore ports in Hai Phong, Quang Ninh, Da Nang, Ho Chi Minh City, Ba Ria - Vung Tau, Binh Dinh, Khanh Hoa, Quang Ngai, Dong Nai, Quang Nam, Quang Binh, Thua Thien Hue, Quang Tri (for other locations, the General Department of Vietnam Customs shall inform later).

All shipping lines, carriers and forwarding companies will carry out procedures related to vessels (list of procedures to be expanded in accordance with the attached appendix), including cargo manifest through the National Portal at https://vnsw.gov.vn.

In order to carry out the expansion of the National Single Window, the General Department of Vietnam Customs requested the Customs Departments of Hai Phong, Quang Ninh, Da Nang, Ho Chi Minh City, Ba Ria-Vung Tau, Binh Dinh, Khanh Hoa, Quang Ngai, Dong Nai, Quang Nam, Quang Binh, Thua Thien Hue, Quang Tri to announce the above plan to the shipping lines and shipping agents on the deployment plan as mentioned above.

Require shipping lines and shipping agents to register and update accounts, prepare digital signatures to declare information to the National Single Window Portal (businesses download guide account registration, and register letters, numbering and user manual on the National Portal).

Notify the relevant Customs units in charge of planning, implementing, receiving information on ship declaration procedures through the National Single Window (Customs officers use the system receipt of electronic manifest).

At the same time, actively coordinate with State management agencies at seaports and offshore oil ports to implement the National Single Window. Review and actively grant account using the e-manifest system (address: http://10.224.128.170:8081) for Customs officers.

With other local Customs offices, the General Department of Vietnam Customs requests coordination with shipping lines and shipping agents operating in ports in Hai Phong, Quang Ninh, Da Nang, Ho Chi Minh City, Ba Ria - Vung Tau, Binh Dinh, Khanh Hoa, Quang Ngai, Dong Nai, Quang Nam, Quang Binh, Thua Thien Hue and Quang Tri. Inform the concerned Customs units of the above-mentioned implementation plan to actively cooperate in the professional work.
