Force in charge of drug prevention and combat in the Customs sector

VCN – On December 4, the Government issued Decree 105/2021 regulating and guiding the implementation of a number of articles of the Law on Drug Prevention and Control, which is applied to agencies, organizations and individuals involved in the prevention and combat of drug-related crimes; and covers legal drug-related activities and illegal drug users. The Decree includes six chapters and 59 articles, and will take effect from January 1, 2022.

Lao Cai Customs seizes 180,000 tablets of synthetic drug tablets and about 1 kg of white crystals suspected of being methamphetamine at end-November 2021.

The decree provides regulations on agencies in charge of preventing and combating drug-related crimes.

Accordingly, agencies specializing in drug-related crime prevention and control include Police, Border Guard, Coast Guard and Customs.

The agency in charge of drug-related crime prevention and control under the People's Police includes: Investigation Police Department on Drug-related Crimes; Investigation Police Division on Drug-related Crimes of provinces and centrally run cities; Investigation Police Team on Drug-related Crimes of districts, towns, provincial cities and centrally run cities.

The agency in charge of drug-related crime prevention and control of the Border Guard includes: Department of Drugs and Crime Prevention and Control; Special Task Force for Drug and Crime Prevention and Control; Division on Drug and Crime Prevention and Control; Special Task Force for Drug and Crime Prevention and Control under the provincial and municipal Command of Border Guards; Drugs and Crime Prevention and Control Teams of Border Guard Stations; Coast Guard Squadron.

The agency specializing in drug-related crime prevention and control under the Coast Guard includes: Department of Professional Affairs and Law, and Task Forces for Drug-related crime prevention and combat under the Coast Guard Command; Division on Drug-related crime prevention and control under the Coast Guard Regions.

The agencies in charge of drug-related crime prevention and control under the General Department of Vietnam Customs are: the Anti-Smuggling and Investigation Department under the General Department of Customs; the Anti-drug Enforcement Team (or the Customs Enforcement Team) under provincial, interprovincial and municipal customs departments; Drug Enforcement Team under Border Gate Customs Branch.

According to the Anti Smuggling and Investigation Department, end-November, the Customs sector tackled 211 drug-related cases, arrested 199 suspects; seized over 90kg of infringing goods and 27 packages of heroin, over 700kg of cannabis, about 400kg and 218,686 tablets of synthetic drugs.
