Customs sector aims for quality standards aligned with ISO 9001:2015
This objective, outlined in Decision 2515/QD-TCHQ, establishes the quality policy and goals of the General Department of Vietnam Customs through 2025.
The General Department of Vietnam Customs has set targets to improve the effectiveness of state management in customs, meet the demands of development and international integration, and facilitate maximum convenience in the import-export activities, transit of goods, and in entry and exit activities for people and vehicles.
It aims to enforce strict tax management on imported and exported goods in line with legal regulations, safeguard state budget revenue, and combat smuggling, commercial fraud, and illegal cross-border transport of goods.

In its quality policy, the General Department of Vietnam Customs emphasizes unity, discipline, and innovation to advance digital transformation within the customs sector, building a disciplined, modern, professional, and honest customs force.
To achieve these quality objectives by 2025, the General Department of Vietnam Customs is committed to meeting the established quality goals.
Key focus areas include successfully implementing the strategic objectives outlined in the Customs Development Strategy to 2030 and the Reform, Development, and Modernization Plan to 2025. Additionally, the Digital Transformation Plan, set to complete by 2025 with direction through 2030, aims to comprehensively digitize customs operations and services provided to citizens and businesses.
Efforts will also focus on reviewing and refining customs regulatory documents to provide a robust legal foundation for the deployment of Digital and Smart Customs and administrative reform within customs operations. The department aims for 100% timely completion of key projects and programs.
The quality and effectiveness of the General Department’s online public services will be enhanced, with a citizen-centered approach. Redundant or complex business-related regulations will be streamlined, with 100% of eligible administrative procedures provided online.
The stability, security, and safety of the VNACCS/VCIS System and other operational systems will be ensured. The project to build an IT system for Digital Customs will be implemented as approved. Customs inspection, monitoring, and control equipment will be modernized, and international cooperation in customs will be strengthened, elevating the role and position of Vietnam Customs.
Revenue collection targets set by the National Assembly and Ministry of Finance will be met or exceeded. Measures to prevent revenue loss will be intensified, with a focus on post-clearance inspection, specialized audits, and effective risk management in customs operations. Efforts will be redoubled to combat smuggling, trade fraud, and illegal cross-border goods transport.
The organizational structure of the General Department will be streamlined for efficiency, reducing intermediary levels and clearly defining the duties and powers of each unit within the department to avoid overlap or gaps in responsibilities.
A professional, honest, and technically skilled customs workforce will be developed, equipped with modern technology and equipment. A centralized customs management system will be implemented nationwide, with strict discipline and administrative order enforced in service performance.
