Express-Portal Cargo Customs Procedures Team under Huu Nghi Customs Branch launched

Earlier, on September 22, the General Department of Vietnam Customs (GDVC) issued Decision 2440 on restructuring teams of Huu Nghi Border Gate Customs Branch under Lang Son Customs Department. The Director General Department of Vietnam Customs decided to establish the Express-Portal Cargo Customs Procedures Team, and merge the Co Sau Clearance Techniques Team and Po Nhung Clearance Techniques Team into the Po Nhung-Co Sau Clearance Techniques Team.

These teams will officially operate on November 1 to meet requirements on customs management and procedures for the Express-Portal regime.

At the ceremony, Deputy Director of Lang Son Customs Department Nguyen Huu Vuong said the Government’s priority policies for economic development in border gates and in Dong Dang-Lang Son Border Gate Economic Zone have promoted the development of trade, import and export of goods across Huu Nghi Border gate.

The trade and revenue in goods at Huu Nghi Border Gate Customs Branch always shows the highest level among land border gate customs branches.

The import and export is growing, resulting from the strong development of e-commerce. since March, the branch’s trade in goods achieved US$4,650,593 with 1.6 customs declaration forms.

Vietnam’s growth rate of e-commerce is expected to increase from 25% to 30% per year. The establishment of the team will attract the business community, express delivery and postal service providers and e-commerce trading floor management units, so the workload of the branch will quickly increase.

To meet management requirements in the new status, Lang Son Customs Department requested the branch require the Po Nhung-Co Sau Clearance Techniques Team to continue to perform customs management at Po Nhung and Co Sau Border Gates.

The local department also asked the branch to develop and report to issue internal regulations to ensure the strict customs control and supervision for the Express-Portal regime at border gates, Deputy Director said.

The department asked the branch to train officers in performing customs procedures and supervision for Express-Portal regime. Officers must understand specific characteristics and management requirements of this regime, comply with regulations and quickly process customs clearance procedures. Regularly summarize and report problems arising in the management to direct and resolve in a timely manner.
