Examination to recruit General Department of Customs officers in 2020: Open, transparent, strict and serious

VCN - The exam for recruiting civil servants of the General Department of Customs in 2020 for five provincial, inter-provincial and city Customs Departments has been completed. Although the number of successful candidates has not met the plan, there will be a follow-up plan in recruiting civil servants who meet the professional requirements of the industry. Regarding this issue, Customs Newspaper spoke to Mr. Bui Ngoc Loi, Deputy Director of Personnel and Organization Department (General Department of Customs).

Could you please give an overview of the results of the recent 2020 General Department of Customs civil servant recruitment exam?

Implementing Decision No. 295 / QD-BTC dated March 4, 2020 of the Ministry of Finance approving the plan for public employee recruitment examination of the General Department of Customs in 2020 for five Customs Departments of provinces, inter-provinces and cities: Da Nang, An Giang, KienGiang, KhanhHoa, Ha Nam Ninh, the General Department of Customs announced the recruitment widely on the mass media as well as the Customs Portal. As a result, the General Department of Customs received 168 applications for registration, of which 151 candidates participated in the first round.

In Round 1, candidates take the test in the form of multiple choice, the candidate receives the results after the end of the test. The test consists of two parts – 30 minutes of foreign language and 60 minutes of general knowledge. The result of this round has 90 candidates (reaching the rate of 53.57%). In the second round, 90 contestants had a specialized profession. As a result, there are 23 candidates with successful scores. During the process, there are three minutes made by the candidates violating the exam regulations.

With the results of two rounds, there are 23 candidates passing the target 94 (reaching 24.46% compared to the target assigned to this period). The re-examination process has 18 applications for the re-examination, but the re-evaluation results have not been passed.

From the results of organizing the exam for civil servants of the General Department of Customs in 2020, how do you evaluate the examination organization?

The General Department of Customs' civil servant recruitment exam in 2020 will be held openly, transparently, closely and seriously. Scoring, grading, reporting and exam review are done urgently. In particular, the examination process is subject to the supervision of the Ministry of Finance's Supervision Team and the police force to ensure transparency and publicity in the exam.

In addition, during the examination process in Da Nang, information technology equipment such as surveillance cameras are also used to ensure strict exam quality.

The number of successful candidates has not been compared to the proposed plan, what will the General Department of Customs have plans to recruit civil servants to meet the professional requirements of the industry?

With 23 successful candidates, the General Department of Customs will report to the Ministry of Finance for approval of the results, at the same time notify the candidates who are ready for their application according to the instructions in the Notice of Public Employee recruitment of General Department of Customs in 2020. Newly recruited civil servants will be allowed to attend general customs training course before accepting their duties (if not affected by the Covid-19 pandemic).

In addition, based on the number of payrolls and the additional demand for human resources of the units, the Department of Organization and Personnel will develop and submit to the General Department, the Ministry of Finance for approval the scheme on recruiting civil servants for the entire Customs sector. The lessons learned from the 2020 General Department of Customs civil servant recruitment exam will also be assessed and learned from the next recruitment exams.
