85% of revenue estimate has been achieved

According to Dong Nai Customs Department, since the beginning of the year, production, business and import-export activities of enterprises have improved a lot. Specifically, the import-export turnover in the first 9 months of 2024 reached 36.979 billion USD, an increase of 13% over the same period in 2023. Of which, import turnover reached 16.177 billion USD, an increase of 14.3% and export turnover reached 20.802 billion USD, an increase of 11.2%. The number of declarations generated at the unit also recorded an increase of 14.5% over the same period in 2023, reaching nearly 1.12 million declarations.

At a recent working session with Dong Nai Customs Department, Deputy Director General of the General Department of Customs Dinh Ngoc Thang highly appreciated the results of the implementation of the tasks of Dong Nai Customs Department in the first 9 months of the year, especially in the work of collecting the state budget and the work of fighting smuggling, trade fraud, and administrative reform. The Deputy Director General believes that Dong Nai Customs Department will complete the assigned budget collection target this year, as well as other tasks.

The Deputy Director General also pointed out that many new infrastructure projects in Dong Nai such as Long Thanh airport and Phuoc An port will create a boost for logistics activities in the area. Accordingly, Dong Nai Customs Department needs to advise the leaders of Dong Nai province on investment promotion to attract more new investment projects, creating room for growth for the unit's import-export revenue.

Notably, the total taxable import-export turnover increased by nearly 21% over the same period last year. As a result, the state budget revenue from import-export activities at the unit by the end of September 2024 was VND 15,933 billion, reaching 85% of the assigned estimate (VND 18,758 billion), up 16% over the same period last year. Of which, Dong Nai province collected VND 14,932 billion, reaching 83.8% of the estimate, up 16.5%; Binh Thuan province collected VND 1,001 billion, reaching 105% of the estimate, up 10.5%.

Mr. Cao Ngoc Tam, Head of Import-Export Tax Department, Dong Nai Customs Department, said that the state budget revenue of Dong Nai Customs Department from the beginning of the year until now has had positive contributions from 3 groups of goods with large values ​​and high tax rates. Of which, the group of imported raw materials, machinery, equipment and spare parts for production reached a value of 4.668 billion USD, accounting for 87.3% of total taxed import turnover, up 24% over the same period. Tax revenue from this group reached 12,088 billion VND, accounting for 82.5% of total revenue, up 26% over the same period.

The group of coal products supplied to thermal power plants had an import turnover of 4.19 million tons, worth 356 million USD, thereby bringing in revenue of 1,006 billion VND, up 11% due to the increase in exchange rate.

The group of imported petroleum also recorded a growth of 53% in value, reaching 205,589 tons, worth 165 million USD. Accordingly, tax revenue from imported petroleum reached VND 988 billion, an increase of 86% over the same period in 2023.

Striving to reach the target 1 month ahead

In addition to objective factors from the recovery of the economic situation as well as business operations, many positive and proactive solutions from Dong Nai Customs Department are also important factors contributing to the unit's budget collection results.

Mr. Cao Ngoc Tam said that since the beginning of 2024, international standards and modern customs management processes have continued to be deployed by the unit to create maximum convenience for the business community while still ensuring strict supervision and management in accordance with the provisions of law.

At the branches, activities of contacting and understanding difficulties are carried out regularly and continuously to propose solutions to support, handle, and create a favorable environment for business development. Any problems beyond the authority are promptly reported and proposed to superiors for resolution for enterprises.

In addition, administrative procedures continue to be reformed towards transparency, convenience and additional solutions to support enterprises are deployed. In particular, focusing on reviewing and selecting enterprises with large import-export turnover and goods suitable for management characteristics to attract and create a spillover effect to other enterprises to carry out customs procedures through the management area. In addition, based on the list of new investment projects in the area provided by the Management Board of Industrial Parks on a monthly basis, Dong Nai Customs Department has proactively met and guided customs procedures, creating maximum convenience for the operations of these new enterprises.

In particular, Dong Nai Customs Department has focused on improving the effectiveness of state management and preventing revenue loss in implementing the task of collecting state budget revenue through measures of information collection, identifying signs of risk to have measures to inspect, monitor and control. In particular, through checking the use of imported goods belonging to investment incentive projects with announced tax exemption lists, the unit has discovered many cases of enterprises importing goods not in accordance with the announced tax exemption lists, some cases of using goods for the wrong purpose without declaring changes in the purpose of use, in order to promptly recover taxes to the state budget.

Through the post-inspection of pre-tax refund dossiers, especially tax refund dossiers according to Article 36 of Decree No. 134/2016/ND-CP, the unit has also discovered a number of cases where detailed information on raw materials and supplies in exported products is inconsistent with the imported raw materials for which tax refunds are requested. Thereby, over 20 billion VND in taxes have been collected for the state budget.

In addition, through the work of combating smuggling and trade fraud, Dong Nai Customs Department has also detected and handled 558 cases of violations of customs laws with the amount of money collected for the state budget being 17.85 billion VND.

In the last months of 2024, the world and regional situation is forecasted to continue to develop complicatedly with many difficulties and challenges. Therefore, Dong Nai Customs Department continues to focus resources on synchronously implementing solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in implementing budget collection tasks. Accordingly, it is expected that by the end of 2024, Dong Nai Customs Department will collect VND 19,577 billion in budget revenue, reaching 104.4% of the assigned estimate and increasing by nearly 5% compared to 2023.

According to Director of Dong Nai Customs Department Le Van Thung, the unit strives to complete the 2024 budget revenue target 1 month ahead of schedule.
