Director of Ha Noi Customs Duong Phu Dong: Many Customs brokers have committed offences

At the online meeting to review the performance of the tasks in the first half of the year and discuss the operation orientation for the second half of 2019 on July 15, Director of Ha Noi Customs Department Duong Phu Dong said that the Department has managed 240 Customs brokers.
“However, the operation of Customs brokers in Ha Noistill has many shortcomings andmany Customs brokers have not yet complied with regulations. In 2018, Ha Noi Customs Department inspected 125 Customs brokers and detected some offences such as not reporting as required and using digital signatures for incorrect purposes,” Dong said.
Facing this situation, in order for Customs brokers to operate effectively, Dong proposed the Ministry of Finance and the General Department of Vietnam Customs to complete the legal system and management process and promptly issue decisions to terminate operation for offending Customs brokers.
Director of Ha Noi Customs Department also proposed the implementation of the National Single Window (NSW) and the Vietnam Automated System for Seaport Customs Management (VASSCM).
“In order for these two important IT systems to officially operate in September, we proposed departments under the General Department of Vietnam Customs to coordinate with Ha Noi Customs Department to promptly remove difficulties and shortcomings for operation. We asked the Ministry of Finance and the General Department of Vietnam Customs to direct the Customs Control and Supervision Department to consider and finalize the operational process, guidelines for implementation of NSW and VASSCM," Dong said.

Regarding the performance results of the first half of 2019, Dong said the department’s most remarkable achievement was the highest revenue in the last five years.
“By the end of June, the Department collected and contributed VND 10,760 billion to the State budget, reaching more than 50% of the estimated target, up 7.8% compared to 2018. In 2019, Hanoi Customs strives to exceed 5% compared to estimated target of VND 21,500 billion,”Dong said.
Hanoi Customs Department also achieved positive results in preventing and combating smuggling and trade fraud, especially illegal transportation of goods via aviation and express delivery.
Hanoi Customs Department has prosecuted a criminal case, transferred two cases to the competent authority, in the same period in 2018, there were no cases prosecuted.
Regarding the results of the pilot implementation of VASSCM, Hanoi Customs Department has applied this system at three air-cargo terminals with an average of 4,000 shipments supervised by the system per day.
"After implementing VASSCM, the time for carrying out procedures for each shipment decreases from 3-6 hours to 15 minutes, thereby facilitating Customs clearance for the business community,” Dong said.
