DG. Nguyen Van Can: to strive to exceed the target of VND 293,000 billion

Giving an overview of the results achieved in the implementation of some tasks in the first 6 months, the Director General recognized and praised the units which have made a lot of efforts. Especially units which have made many efforts in Customs supervision and management tasks in an effective manner. The fight against tax loss and tax collection have been strictly managed and initially gained positive results; pre-clearance, post-clearance management has been implemented synchronously to create the basis for developing a more regular and modern Customs force.

Adhering to the tasks and solutions set out for the implementation of tasks in the last six months of the year, the Director General asked the units to assess the impact of the world economy on the Customs management in the coming time, thereby improving the capacity to forecast.

For example, the Director General of the Department of Trade requires that with the trend of e-commerce development and the situation of smuggling and trade frauds via the express delivery."The Customs sector should develop a scheme on studying the Customs management in the express Branches for items traded in electronic method and introduce management measures to prevent this fraud. This is also a challenge requiring the Customs to further improve their management capacity,"said the Director General.

Guiding the collection of state budget, the Director General asked the provincial and municipal Customs Departments to stick to the orientations and tasks to implement and be determined to exceed the target of VND 293,000 billion assigned by the Ministry of Finance. In particular, he emphasized that this target is no longer a desired target, but a compulsory target for the Customs sector.

Therefore, he requested Customs unit to actively and flexibly carry out measures for budget collection, enhance combat against revenue loss; in which, strictly implementing the collection to ensure the full and correct revenue and facilitate the import and export activities; not affecting the import and export activities due to the pressure of the revenue target. “The Customs will seriously handle Customs officers who have committed frauds," the Director General emphasized.

Receiving the direction of the Deputy Minister on the development of legal policies, Mr. Can required units to draft amendments as well as consult provincial and municipal Customs units in a timely fashion.

Directing the implementation of Customs management procedures in accordance with Decree 59/2018 / ND-CP and Circular No. 39/2018 / TT-BTC, the Director General requests the leaders of the units to strengthen the supervision for 3 levels in the implementation and assign the leaders of Departments to directly guide and handle occurrences immediately on the management system.

Regarding personnel organization, Mr. Can said that in the second half of the year, the General Department of Customs will continue to restructure the apparatus at branch and department level according to the criteria issued by the Ministry of Finance. The organizational structure of the team level will also be adjusted in terms of functions and tasks under the new policies and procedures.

As a result, the Director General requests the leaders of the Customs Departments to pay more attention to staff training and transferring in accordance with their profession and the management requirements.
