In that, there were 10,270 cases related to Customs procedures duration and tax dossiers submission; 1,173 cases of tax declaration, tax evasion and tax fraud; 511 cases of products policy violation; 3,535 cases of other irregularities.

The General Department of Customs said in 2016, the work of handling violations was implemented throughout the industry fully and comprehensively. Many units have identified the requirements and importance of this work. Thus, they were actively collected difficulties, organized professional training to enhance the performance of the handling of violations.

The detection of law violations, making processing documents and handling cases was implemented timely by the units, effectively, follow the order, procedures. In order to ensure legal compliance of handling violations of the law, the penalty and the legal basis for administrative decisions fully and tightly.

In 2016, the General Department of Customs reported to the Ministry of Finance to submit to the Government to issue Decree No. 45/2016/ND-CP amending and supplementing some articles of Decree 127/2013/ND-CP; The Ministry of Finance issued a circular signed 155/2016/TT-BTC. At the same time, for the implementation to be effective in the whole industry, the General Director of the General Department of Customs issued Decision 4186/QD-GDC issuing guidance on the handling steps of administrative sanctions and settlement of complaints and the administrative decisions related to administrative sanctions.

With legal documentary system and guidelines on sanctions for administrative violations in the Customs field, it has been built in a uniform way to ensure a legal basis for administrative sanctions in Customs are carried out effectively, the General Department of Customs stressed.

Besides these achievements, the work of handling administrative violations still has certain restrictions. Some units do not ensure timely action; clarifying the verification of violations has not been close ... Therefore, to constantly improve accountability and efficiency in the work of handling administrative violations, according to the General Department of Customs, the unit should continue to organize officials, public research organizations, updating the new rules on administrative sanctions. Upon detecting administrative violations must make timely violation records; done seriously, ensuring clearly defined circumstances of the breach, etc.
