Deploying the automated system for Customs management at 5 IDCs in Ho Chi Minh City

VCN- Ho Chi Minh City Customs Department has officially launched the automated system for Customs management at 5 ICDs in Thu Duc District, Ho Chi Minh City from 12th to 1st October 2018.

Dry Ports that are implemented in this period include: ICD of Phuoc Long Port Co. Ltd., Transimex Joint Stock Company, South Logistics Joint Stock Company, Giang Nam Trading and Service Co. Ltd., and Tay Nam ICD One Member Limited Liability Company.

According to Ho Chi Minh Customs Department, the deployment is implemented in accordance with Article 41 of the Customs Law in 2014, the plan 4098/KH-TCHQ dated June 21 2017, and the Plan 3009/KH-TCHQ dated May 30 2018, of the General Department of Vietnam Customs on the implementation of the Automated system for Customs management at seaports and airports.

Accordingly, Customs Branch of Sai Gon Zon 4 will be the host to officially deploy the automated system for Customs management at these ICDs.

In order to facilitate the implementation of automated system for Customs management, Ho Chi Minh City Customs Department has suggested the business community to implement as follows:

To make customs declaration as stipulated in Article 18 of Circular 38/2015/TT-BTC dated 25th March amended and supplemented in Clause 7, Article 1 of Circular No. 39/2018/TT- BTC dated 20/4/2018 of the Minister of Finance.

To follow regulations on Customs supervision for imported and exported goods taken in and out of seaports, yards and sites in accordance with Article 52, 52a and 52b of Circular 38/2015/TT-BTC dated 25th March 2015 amended and supplemented in Clause 31, 32 , Article 1 of Circular No. 39/2018/TT-BTC dated 20 April 2018, of the Minister of Finance.

To connect the system for Customs management of warehouse, yard and port operators with the e-Customs clearance system to manage goods subject to Customs supervision taken in and out of ports, yards and sites as prescribed in Clause 2, Article 41 of the Customs Law of 2014.
