Da Nang Customs: Moving forward to voluntary compliance of enterprise

Facilitate and support obeyed enterprises

In the coming time, Da Nang Customs Department will continue to accompany enterprises to overcome the Covid-19 pandemic and implement many solutions to improve the quality and effectiveness of the Customs – Business Partnership. This information was announced at the "Customs – Business Partnership Development 2022" held by Da Nang Customs Department on October 14.

According to Da Nang Customs Department, in recent times, the unit has put more effort into launching activities of Customs – Business Partnership widely. Furthermore, the unit also encouraged business communities to cooperate, share and accompany customs authorities actively.

Thereby contributing to reform management methods of Customs authority and enterprises; perfecting legal documents and policy systems, supporting enforcing, supervising and encouraging enterprises to comply with the law voluntarily; improving the quality and effectiveness of State management agency's operation, serving people and enterprises better; facilitate to investment and import-export as well as immigration activities in the area. In particular, it must include the solutions accompanying enterprises to overcome the Covid-19 pandemic.

One of the notable solutions for facilitating customs procedures, customs inspection, and supervision for import–export goods, launched by the Da Nang Customs Department, is the "Facilitating and supporting enterprises complying with customs law in 2021" program.

In the first phase, 39 enterprises participating in the program have already been supported. Periodically, before the 10th of every month, customs authorities will provide information on the level of law compliance; warn of common errors, so businesses know and fix them in time.

The program has brought practical benefits to businesses. For example, support to maintain the high level of law compliance for 21 enterprises participating in the program and support to raising compliance level from medium to high for three enterprises; contributing to a significant improvement in the rate of channel classification and inspection exemption (green channel) increased on average by more than 20% compared to 2020, which means that a reduction in the proportion of yellow channel by nearly 20% and red channel by 1%.

Currently, Da Nang Customs Department is implementing the program for the second phase of 2021, expanding to 35 enterprises to invite to participate, bringing the total number of businesses supported by the program to 74 enterprises, helping to quickly clear import and export goods, promote production and business activities, improve benefits for businesses, and attract investment in the area.

Timely listen and answer questions for businesses

According to the Da Nang Customs Department, implementing the plan of Customs-Business Partnership Development and stakeholders in 2022, one of the key contents is focusing more on communication and dissemination, promptly solving problems, continuing to sign memorandums of cooperation with several businesses to facilitate and support, gradually improve the level of compliance towards voluntary compliance to reduce the rate of inspection of documents and physical inspection of goods of enterprises.

At the conference, Permanent Vice Chairman of Da Nang City People's Committee Ho Ky Minh assessed that the conference was one of the important annual activities, creating opportunities to meet and exchange between import-export businesses in the region with Customs; showing a sense of responsibility, always accompany, connect and share with the business of customs authority in the process of performing assigned duties and responsibilities. At the same time, it was also an opportunity to listen to difficulties and problems from businesses to guide, answer and propose to improve the State's administrative mechanisms and procedures.

The Permanent Vice Chairman of the City People's Committee requested Da Nang Customs Department continue coordinating with relevant units to organize conferences and meetings to solve future difficulties for businesses.

At the same time, Mr Ho Ky Minh suggested that businesses in Da Nang city should make efforts and determination to overcome difficulties, improve productivity, capacity and competitiveness, invest more in technology, high-quality human resources, management and corporate management qualifications, boost business productivity, and expand markets. "The People's Committee of Da Nang city is committed to facilitating businesses to invest in production and business development as well as facilitate customs procedures," the leader of Da Nang city said.

At the conference, Director General Quach Dang Hoa acknowledged the positive contributions of the business community in production activities. With the motto "Sharing - Accompanying - Development", Da Nang Customs Department is committed to continuing to strengthen communication, training new documents and policies, and organize conferences and dialogue with businesses to promptly solve difficulties and obstacles with the desire to contribute to making Da Nang become the most worthy destination in the country for investment, production and business activities in the region.

Moreover, at the conference, Da Nang Customs Department trained enterprises on several contents in Decree No. 15/2022, dated January 28, 2022 of the Government on tax exemption and reduction policies following Resolution 43/2022/QH15 on fiscal and monetary policies for supporting socio-economic recovery and development program; disseminated several contents to be noted for processing, export production and export processing enterprises and point out some common mistakes that were often made by enterprises in the process of carrying out customs procedures. The conference also discussed the customs compliance facilitation program for businesses.

At the conference, Da Nang Customs listened, absorbed and answered 32 comments and problems of enterprises as well as some recommendations related to customs declaration, import and export goods management policies. Questions and concerns were fully answered by Da Nang Customs Department at the Conference. In addition, the Department is committed to having a specific reply to the enterprise and publicly announcing it to the business community.
