Da Nang Customs exceeded the revenue target

Regarding the reform and modernization of Customs, in recent times, the Da Nang Customs Department has implemented a series of measures to reform and modernize Customs administration to facilitate enterprises in the field of import-export, investment and international tourism through the implementation of e-Customs procedures, promote the application of Automated Customs clearance system VNACCS/VCIS at Customs Branches to change from traditional method to newly electronic method; specify the duration of Customs inspection, reduce the time of physical inspections of goods as well as significantly shorten the clearance time of goods for businesses. Currently, there are more than 2,300 enterprises registering the Automated Customs clearance system with 98% of enterprises using electronic Customs declarations and 100% of enterprises applying digital signature in Automated customs clearance system VNACCS/VCIS. In addition, the Da Nang Customs Department has applied risk management in inspections and supervision; and created a legal basis for the implementation of Customs procedures under the National Single Window and the ASEAN Single Window.

Specifically, the Da Nang Customs Department has received electronic licenses on the Portal of the National Single Window with several Ministries; and applied the barcode in the process of Customs supervision at Da Nang port. Imported and exported goods have been inspected through container scanners at Tien Sa port and in checkpoints of Hoa Khanh – Lien Chieu Industrial Zone to reduce the time of conducting Customs procedures. The Da Nang Customs Department has also received goods declarations, relevant documents and electronic procedures for ships on exit and entry (e-manifest); implemented procedures for Customs supervision of exported and imported goods at Customs surveillance area at Tien Sa port, Da Nang province under Article 41 of the Customs Law. Accordingly, the Da Nang Customs Department has implemented the National Single Window at Da Nang international seaport with the State management agencies including Border Guard and port authorities; performed quarantine procedures for vessels on entry, exit or transit; prepared the conditions for the application of the Aviation National Single Window; and modernized Customs in the collection of the State budget revenues among Customs-State Treasury-Bank. In addition, the Da Nang Customs Department performed systems of VAT refund for foreigners and Vietnamese residing abroad; reception and announcement of information of immigration passengers; and publicized the specialized inspections stations of the Customs Branch of Da Nang port.

The Da Nang Customs Department has implemented the pilot extension of virtualization infrastructure (VDI) and upgraded communications infrastructure for 2016-2019. Also, the Department studied and built the management system for automobiles and motorcycles in the form of gifts and donations and implemented network infrastructure project at Da Nang international airport.

In addition, the Da Nang Customs Department has promoted the application of information technology for the administration, continued to implement "the year of Da Nang enterprises" and the Scheme for development of Da Nang enterprises to 2020 under the direction of the Party Committee and People's Committee of Da Nang, improved the satisfaction of citizens and businesses in resolving administrative procedures, and created the trust of the business community for Customs authorities. Promoting communications in Customs legislation, training and guidance for enterprises in the field of import and export, and handled problems arising. Constantly building a strong and transparent Customs force with polite behaviour to serve customers.

With specific and drastic solutions from the beginning of 2016 to date, Customs revenues for the State budget in Da Nang have achieved very good results and fulfilled the assigned target. To 27th December 2016, Customs revenue of Da Nang reached 3,523 billion vnd, exceeding by 60.16% of the target ordinance (2.200 billion vnd).

The achieved results derived from the efforts of Da Nang Customs Department, the Ministry of Finance, the General Department of Customs and the close direction of the Party Committee of Da Nang, People's Council and People's Committee of Da Nang as well as effective coordination of the Departments under the Ministry, the General Department of Vietnam Customs, relevant functional forces and the business community in the province.
