Customs takes many measures for budget collection from the beginning of 2020
In 2020, the General Department is assigned by the Prime Minister an estimated budget revenue of VND 338,000 billion, up by 12.5 percent compared to the 2019 estimate (VND300,500 billion) according to the Ministry of Finance’s Decision No. 2503/QD-BTC dated November 29, 2019.
Director of Import and Export Duty Department LuuManhTuong said that the 2020 estimate was set on the basis that GDP growth was 6.8 percent, crude oil price was US$ 60 per barrel; total export turnover increased seven percent, the import turnover increased 9 percent; free trade agreements (FTAs) are in sharp reduction and some new FTAs have been signed and are effective in 2020 with commodity lines subject to import tariffs of zero percent.

To fulfill the State budget collection task in 2020, from the beginning of the year, the General Department has directed and closely collaborated with provincial and municipal customs department, departments and units under the General Department of Customs to take many measures.
Accordingly, the Customs sector has further reformed and simplified administrative procedures towards modernization, publicity and transparency, promptly solved problems arising related to customs procedures and tax policies, tax administration, accounting regime, tax refund and exemption regime, and removed difficulties to facilitate enterprises to join import and export activities.
In addition, further strengthening the coordination with banks to pilot the e-tax payment system and authorized collection program that ensures taxpayers can make tax paymentsat anytime, anywhere and by all means; applying international standards and modern customs management model to create favorable conditions for the business community while ensuring strict supervision and management according to the law.

Also, from the beginning of the year, the General Department of Customs has requested provincial and municipal customs department to implement State budget collection; review revenues, study, propose and take measures to increase the revenue and combat against revenue loss; and actively assess impacts of international integration commitments on the State budget collection.
Of which, focusing on reviewing and understanding the tax debt situation, classifying debt groups, tax debts of enterprises and proposing solutions according to the law; handling, enforcing and collecting tax debts, reducing outstanding tax debts, periodically publicizing tax debtors; preventing new debts and avoiding debts as of December 31, 2020 higher than those as of December 31, 2019.
Besides, the Customs sector has enhanced the efficiency of specialized inspection; continued projects on risk management for the act of abusing Green Channel declarations; collected information and developed databases on enterprises and their activities nationwide according to each business type and locality; classified enterprises for risk assessment and built plans to orient the post-clearance audit for each period, that focuses on cases with high risk of law violations taking place in many different places and for along time.
In particular, the Customs will also focus on analyzing and identifying suspicious signs and coordinating with other departments to inspect cases with signs of violations, focusing on cases of imported goods to create fixed assets of investment incentive projects, and duty-free goods to fulfill the assigned budget revenue target in 2020.
According to data from the State Treasury, as of December 31, 2019, the State budget revenue of the Customs sector reached VND 349,921 billion, equal to 116.45 percent of the estimate, 110.9 percent of the desired target, up 11.3 percent over the same period in 2018.

Total import-export turnover in 2019 reached nearly US$ 518 billion, up 7.6 percent over the same period in 2018; ofwhich the total export value was US$ 263.45 billion, up 8.1 percent and the total import value was US$ 253.51 billion, up 7 percent.
