According to Minister Dung, the finance sector has excellently accomplished its assigned target with revenues surpassing 9.8 percent of the estimate. Central and local budget revenues exceeded targets, meeting the requirements of State budget collection.

Especially, the Customs sector contributed more than 16 percent of the total budget estimate assigned by the National Assembly, surpassing 10.5 percent of the target set by the Ministry of Finance, up 10.9 percent compared to 2018. This result made an important contribution to the central budget's revenue, ensuring the State budget was balanced.

As the Standing Office of the National Steering Committee on the National Single Window, the ASEAN Single Window and trade facilitation, the General Department of Vietnam Customs has advised the Ministry of Finance in the performance of the National Single Window and the ASEAN Single Window. It proposed the Ministry of Finance issue Decree 85/2019/ND-CP stipulating administrative procedures under the National Single Window, ASEAN Single Window and specialised inspection for import and export goods.

For specialised inspection, as a focal point authority, the Customs sector has worked with ministries and sectors to review and propose cutting import and export commodities subject to overlapping specialised management and inspection and propose ministries and sectors amend and supplement the regulations on specialised inspection.

The detection and prevention of smuggling and trade fraud have achieved positive results. The General Department of Vietnam Customs has done well as the standing office of National Steering Committee 389 and hasdiscovered and destroyed many major smuggling and commercial fraud schemes.

The General Department of Vietnam Customs has excellently accomplished its assigned tasks such as development of policies, the management of import and export goods, risk management and post-clearance audit.

However, Minister Dung said that in addition to the results, there are shortcomings in customs operation that must be removed.

2020 is the last year to implement the five-year socio-economic development plan of 2016-2020, to create momentum for the five-year plan of 2021-2025 and 10-year strategy of 2021-2030, and also the year of events and festivals proceeding to the 13th National Party Congress in 2021. Based on results achieved in 2019, Minister Dung requested the General Department of Vietnam Customs accomplish the State revenue target in 2020 assigned by the National Assembly, the Government and the Ministry of Finance, strive to surpass 5 percent of the estimate in accordance with the direction of the Prime Minister.

The General Department of Vietnam Customs must develop an action plan and focus on deploying from the beginning of the year its assigned tasks; control and supervise customs value; focus on inspection, post-clearance audit, control of taxable value of import and export goods to prevent State revenue loss; work to collect outstanding debts to contribute to the State budget. It must also continue to follow the directions of Party committees and local governments, and coordinate with departments, boards and sectors to implement well State revenue collection to ensure correct, sufficient revenue for the State budget.

Other tasks are to implement administrative reform, Customs modernisation, facilitate trade and import and export activities to shorten time and cost of customs clearance of goods.

The General Department of Vietnam Customs needs to work with ministries and sectors to implement the action plan to promote the National Single Window and the ASEAN Single Window, specialised inspection reform and trade facilitation; coordinate with ministries, sectors in renewing specialised inspection methods toward applying risk management, standardising and reducing the list of goods subject to specialised inspection; strengthen the application of information technology for the customs management, expand automated systems for custom management and supervision for goods imported, exported and transited from seaports and airports; develop and deploy a project on restructuring the custom information technology system and the National Single Window and the ASEAN Single Window information technology system.

The General Department of Vietnam Customs needs to implement more effectively the prevention and combat of smuggling, trade fraud, goods origin fraud and infringement of intellectual property rights, creating strong changes in this operation; perform the role as the standing office of the National Steering Committee 389; coordinate with competent forces to prevent smuggling, trade fraud and counterfeit goods; develop plans and schemes; combat goods origin fraud and illicit transshipment before, during and after Lunar New Year 2020.

It must also be be strictly directing and implementing the resolutions and directions of the Central Government on preventing the recession of political ideology, morality, and lifestyle. Promoting democracy and preserving internal solidarity; rectifying and tightening discipline in performing tasks are other focal points.
