Through inspection, review and management, the General Department of Vietnam Customs realized that the Customs value management, goods classification, tax exemption, tax refund, non-tax revenue collection, inspection, examination, audit, online customs supervision have been performed in line with regulations, preventing state revenue loss.
However, there are still limitations and problems that need to be reviewed and removed such as Customs value management, goods classification, tax assessment, verification; tax exemption, tax refund, non-tax revenue collection, inspection, examination, audit, online customs supervision related to tax management operations.
Notably, in customs value management, some units still slowly update value inspection results on the GTT02 System; implement customs valuation inconsistent with methods or use incorrect information… Some local customs unit have not closely instructed and checked the goods classification and tax assessment, customs verification, leading to the customs declaration inconsistent with regulations.
Therefore, to remove obstacles, the General Department of Vietnam Customs directs units to request all officers to comply with directions of the country’s top regulator; determine the correct role, position, function, and tasks of the Customs in performing public services in accordance with the Law on Customs and relevant legal documents.
The regulator requires the units to review shortcomings and limitations in tax collection and management, including tax arrears, late payment interest, and sanctioning of administrative violations (if any); consider responsibility for violations and report implementation results after finishing the review.
The units need follow the instructions of the General Department of Vietnam Customs on tax collection and management; regularly exchange opinions and problems during implementation (if any); coordinate with relevant local agencies in tax collection and information exchange to control and supervise tax payers.
