In 2018, the General Department of Customs assigned the target that the whole sector must strive to conduct a minimum of 1,280 audits at the head offices of Customs declarants and collect a minimum revenue of VND 2,235 billion.
With the determination to fulfill the assigned task, the General Department of Customs assigned a PCA plan to assess law compliance for 246 enterprises for the PCA Department and for 21 local Departments having PCA Branches.
Accordingly, focusing on information collection for enterprises; risk analysis, inspection and assessment of law compliance of enterprises, large groups, sectors, commodities, commodity groups with high-risk, and enterprises which have not yet conducted PCA and have signs of tax fraud and evasion.
Regarding commodities, focusing on key and complicated commodities with high value and possibility of code fraud, for items such as cars, beer, paper and cosmetic products.
In addition, the Customs has solved difficulties, problems and recommendations from enterprises, such as dealing with the written complaints for tax arrears for imported timber consignments; guiding the Porsche Company to provide information on basic import price list for Porsche models imported to Vietnam; instructing local customs Departments to speed up PCA at Customs offices for consignments with risky signs and suspicious codes, values and C / O.
Some units earned large revenues from PCA in the last 6 months, such as the PCA Department, Customs Departments in Ho Chi Minh City, Hai Phong and Hanoi. In addition, the revenues of some Customs departments increased significantly over the same period in 2017, such as Quang Ninh, and Tay Ninh. However, the revenues of some units were not equal to their capacity, such as Dong Nai and Bac Ninh.
According to the General Department of Customs, in the first 6 months of 2018, the PCA force has actively boosted information collection and analysis before selecting enterprises for audit. Accordingly, the PCA quickly carried out procedures for shortening time for enterprises to catch the requirements of the audits and cooperate with Customs in a timely fashion.

However, the PCA is facing a number of shortcomings and difficulties such as: Policies on commodities have changed over time (many legal documents have different times of application, leading to difficulties in information analysis); some legal regulations have caused many different interpretations, so the settlement of PCA results encountered difficulties and the collection of outstanding debts failed to reach targets due to the large debts from 2008 and 2009 (accounting for nearly 50% of the target) of enterprises that delayed payments and have complained and changed operations, and are no longer engaged in import or export activities.
