The requirement in implementing the plan is to create conditions for businesses to access support measures of Customs authorities during and after the Covid-19 pandemic.
Organize dialogue activities, consult businesses and related parties to understand, answer and solve problems and proposals of businesses.
Disseminate new legal regulations to businesses in an effective manner so that theycan access information quicklyand accurately.
At the same time, strengthen supervision of customs law enforcement to ensure transparency and fairness in law enforcement between customs, businesses and concerned parties.
Accordingly, Customs will specifically perform the following activities: information; business support; consulting with businesses and concerned parties; Customs-Business cooperation; and law enforcement supervision.
Customs authorities provide information to the business community on imports and exports; fluctuations of the import and export market due to the impact of the Covid-19 pandemic; international trade commitments and the business support programs performed by Customs authorities in 2021.
Regarding business support activities, Customs will facilitate businesses to access support measures of Customs during and after the Covid-10 pandemic; develop contingency plans to assist businesses to cope with the developments of the Covid-19 pandemic; innovate and improve the quality of business support activities.
Regarding consultation with businesses and related parties, in 2021, Customs will consult new regulations on tax and customs laws; customs reform and modernization programs; solutions for removing difficulties and problems of businesses; the businesses’ proposals on difficulties and shortcomings arising in implementing customs procedures; and givecomments on the development and completion of documents and policies on customs law.
Especially, in Customs-Business cooperation, the plan sets out the requirements to strengthen and expand cooperation with FDI enterprises, key enterprises, and small- and medium- sized enterprises.
Focus on cooperating with warehouse, yard and port operators, shipping lines and customs brokers in compliance with the law on customs, ensuring conditions for customs inspection and supervision; information exchange, assessment and classification of corporate compliance.
In addition, it is necessary to renew the cooperation method, focus on building cooperation based on the strengths, capacities and cooperation needs of partners to realisethe Customs-Business Partnership.
Strengthen cooperation in law dissemination and education, improve the quality of public services, and enhance law enforcement capacity.
The law enforcement supervision continues to be implemented in the plan for the development of the Customs-Business Partnership and related parties.
However, this work will be reformed by modernization of the customs law enforcement supervision channel based on the application of IT solutions.
Expand supervision channels, tools and utilities so that people and businesses have more choicein customs law enforcement supervision; as well as the selection for some customs public services to assess the quality of the public service provision.
