Hai Phong Customs Department: An effective way to develop Customs-Business partnerships

On May 7, 2018, the Department held a conference to discuss solutions to strengthen the Customs-Business partnership, attracting the participation of more than 400 enterprises, including import-export enterprises with large turnover and regular import-export activities in the areas under their management, warehousing enterprises, ports and business associations, which then signed the regulation on coordination with the Department. From the conference to June 2020, Hai Phong Customs Department has signed 15,672 agreements with enterprises and signed a regulation to coordinate with 21 business associations.
As a result, the exchanging andremovingof difficulties for businesses is done regularly, inmany different forms.
“The main problems relate to the application of codes, tax refunds, tax exemptions, commodity policies, processing procedures, export production, C/O. All problems are handled on time, ensuring the commitment between the Customs authorities and businesses,” Mr. Nguyen Quoc Cuong said.
In order to have more objective and multidimensional information channels to further improve the quality of serving the business community, by the beginning of 2020, Hai Phong Customs Department has built a service quality evaluation system of Department officials in the process of settling procedures. The system operatedofficially from April 1, 2020, to further enhance the role of enterprises in supervising public officials' activities as well as the quality of serving people and the business community.
Leaders of Customs Management Supervision Division said through the activities, Hai Phong Customs Department has established a regular and continuous information exchange mechanism between Customs agencies and enterprises to ensure all problems are resolved immediately and all reflections are handled promptly.
Implementing the Customs-Business Partnership Program contributes to raising the sense of responsibility and compliance with the law of businesses and customs officials in the performance of official duties. As a result, the promotion of laws and information to raise awareness and proactively approach partnerships with Customs authorities, ready to supervise the law enforcement of the Customs in a mutually beneficial spirit.
In order to maintain and spread the positive results, Hai Phong Customs Department has set goals to accelerate the modernization and develop the Customs-Business partnership. This includes applying information technology (IT), integrating IT to reform and comprehensively applying IT in leadership, direction, administration and professional activities.

Continuing to implement the Customs-Business Partnership Development Plan, identifying this as the central content in the management, administration and modernization reforms in order to create favorable conditions for businesses and create a healthy business environment, contributing to enhancing national competitiveness, welcoming a new wave of investment.
