Continue to complete the exam questions set of customs official’s capacity assessment

VCN – The General Department of Vietnam Customs has recently established the Development Exam Question Team of the Customs sector, as part of efforts to renew human resource management activities according to capacity.

In the short term, the Customs sector will focus on developing exam questions to serve the assessment of the capacity of customs officials who do not hold leadership positions at 28 provincial customs departments. This will be implemented in 2019.

Specifically, the General Department of Vietnam Customs established a Development Exam Question Team of Customs sector for six main professional areas: control and supervision, import and export duty, anti-smuggling, post-clearance audit, risk management, handling violations. It is necessary to mobilise local customs forces to ensure all types of procedures that 28 provincial customs departments will organise to assess the capacity in 2019.

For exam questions of audit and inspection, those departments will develop their own exam questions.

For the exam questions of processes for developing legal documents, procedures for administrative documents, public service ethics, they will be assigned to the Legal Department, Personnel and Organisation Department and Office of the General Department to supplement and complete the exam set of 2018.

The team line will be responsible for building the content framework of the exam questions. The professional departments are still the main units responsible for the content of the exam questions, through,appraising and agreeing with the team on the framework of the content of exam questions, submit to the leaders of the General Department for approval and release; appraise, exchange and agree with the team on the content of the topic, and submit it to the leadership of the General Department for approval.

The general task of the team is divided into two stages:

Phase 1 (starts from 4/2019 - 7/2019): Completing and supplementing the exam question of assessing capacity of customs officials who are not leading positions at 28 provincial customs departments (six professional fields) : Control and supervision, import and export duty, anti-smuggling, post-clearance audit, risk management, handling violations)

Phase 2 (starts from 7/2019 - 12/2019): Develop and appraise the exam questions of assessing capacity for leaders of divisional, departmental and equivalent levels, units under Customs branches and equivalent in 2020 ( eight areas: control and supervision, import-export duty, anti-smuggling, post-clearance audit, risk management, handling violations, inspection and verification).

The direction of developing exam questions in the first phase is mainly to finalise the set of exam questions of 2018 and increasing the number of case studies at levels 1, 2 and 3.
