Soon achieving the target
Director of Binh Dinh Customs Department Le Van Nhuan said that any targets set out in the Resolution of the Party Committee have been effectively achieved and exceeded by the department, such as: revenue target, import and export turnover target, the number of declaration and enterprises carrying out procedures through the area...
Specifically, in the first eight months of the year, Binh Dinh Customs Department has attracted 617 enterprises to implement customs procedures for import and export of goods, increasing by 4%. processed 40,699 declarations, up 35.4%; and processed 5.61 million tons/m3 of import and export goods, up 51.5%; and processed more than 810 ships entered, exited, transited and transferred ports, up 21.6% year-on-year...
Director Le Van Nhuan said that the Resolution of Binh Dinh province set a target of US$1.6 billion in import and export turnover through the province in 2024, but in the first eight months of the year, this figure reached over US$1.8 billion, exceeding more than US$200 million of the target of the whole year.
Notably, the State revenue of Binh Dinh Customs Department from the beginning of 2024 to August 15 reached VND501,745 billion, reaching 103% of the estimated target assigned by the Prime Minister (VND487 billion), a year-on-year increase of 63.4%. The revenue collected in Binh Dinh province reached VND450,098 billion, reaching 104.9% of the target assigned by the Prime Minister (VND429 billion), up 68.2%. The revenue collected in Phu Yen province increased 30.9% year-on-year to VND51,647 billion, reaching 89% of the estimated target assigned by the Prime Minister (VND58 billion).
Additionally, the department has effectively performed many internal professional activities to prevent the revenue loss such as: post-clearance audit, anti-smuggling and trade fraud..., ensuring strict management. As of August 15, the department has conducted four post-clearance audits at the Customs headquarters, with tax arrears of over VND245 million.
Focusing on administrative reform
Determining administrative reform as a key task to facilitate trade, remain the revenue and create a premise for implementing Digital Customs and Smart Customs, in recent times, Binh Dinh Customs Department has paid special attention to implementing the important task. Director Le Van Nhuan chaired a thematic conference with key leaders of the department to discuss and implement administrative reform solutions.
The Director said that with the spirit of "Connecting - Sharing - Accompanying" with businesses, Binh Dinh Customs Department has focused on reforming customs procedures, improving the working attitude of customs officer for people and businesses. The department has performed effectively administrative reform towards people and businesses; and step by step, strongly applied information technology in customs operations and internal activities.
Recently, the Department has set up a Team to participate in the 2024 administrative reform competition with the theme “Serving the people” organized by Binh Dinh Provincial People's Committee, aiming to gain more valuable experience to continue reforming administrative procedures to serve people and businesses better and better. Along with that, the department issued Plan No. 998/KH-HQBĐ dated July 30, 2024 on measuring the Customs release time for import and export goods in 2024; established a Department-level Steering Committee and a Department-level Implementation Team to measure the Customs release time. The results of measuring Customs release time will also be the criteria for the department to reduce the customs clearance time of import and export goods...
Considering businesses and people- centric approach, Binh Dinh Customs Department has provided many solutions and information channels for the Customs to have more access to businesses, grasp the thoughts and aspirations of businesses, thereby having plans and solutions to remove difficulties and obstacles towards the common goal of businesses and Customs together contributing to the socio-economic development of the locality.
The department prioritizes reform of customs procedures and customs inspection and supervision by strengthening dissemination, guiding policies and procedures for people and businesses through information channels such as: dissemination on the Department's website, Facebook, Zalo to interact and exchange information. Through these channels, the Customs has provided information on customs procedures, new regimes and policies for businesses to access, grasp and implement.
“Although the department has achieved many positive results, it is not subjective, and takes these results as a driving force to strive and make more efforts to achieve the highest results in the last months of 2024” - Director emphasized. Accordingly, the department continues to promote administrative reform, customs modernization, facilitate import and export activities, improve service attitude of customs officials for people and businesses; follow the direction of Binh Dinh Provincial People's Committee.
