Sharing the idea of ​​the initiative, the leader of the Lao Cai Border Gate Customs Branch said that at the unit, the number of new businesses operating in export and import activities increases every year, mainly small and medium enterprises, so they often have difficulty accessing legal information due to a lack of basic knowledge of customs processes and procedures.

At the same time, customs regulations and laws related to specialized management policies when importing goods also change frequently, making it difficult for businesses to grasp.

Faced with that situation and in order to develop the Customs - Business partnership through dissemination of legal policies, the branch has proposed a solution to improve the effectiveness of the dissemination legal policies related to items requiring specialized inspection for businesses with import activities at the unit through QR codes.

From January 1, 2024, the Department has promptly updated new legal documents effective in 2024 related to the import and export sector to the business community participating in import activities and customs clearance at Lao Cai Border Gate Customs Branch.

After a period of preparation, from May 2024, the Department put the QR code into use. After more than five months of implementation, the use of QR codes has brought many practical benefits to businesses.

Thanks to the QR code created by Lao Cai Border Gate Customs Branch, businesses can easily access and grasp regulations and procedures related to import-export activities.

An Nguyen Import-Export Company Limited mainly implements import-export procedures for agricultural products between Vietnam and China. This is a field with many regulations on specialized inspections. Thanks to the QR code of Lao Cai Border Gate Customs Branch, the company can easily access and comply well, helping quick customs clearance and ensuring regulations.

First, it helps businesses access information quickly and conveniently. Customs declarants only need to scan the QR code to receive the latest documents, legal information and management regulations without complicated searches. This saves time, especially useful for businesses with busy operations or those who are not familiar with traditional information channels.

Another benefit is providing updated and accurate information. Because QR codes link directly to documents, information is updated regularly and is highly accurate. New regulations, procedural instructions or lists of goods requiring specialized inspection can be updated as soon as changes occur.

The use of QR codes also contributes to saving, reducing paper documents, contributing to environmental protection and reducing costs. Information on procedures and regulations can be updated electronically, saving resources in the long term.

In addition, QR codes are placed at customs clearance points, posted to the customs clearance consulting group of Lao Cai Border Gate Customs Branch so that customs declarants can easily access this QR code anywhere, just need a mobile device capable of scanning the code.

Notably, after scanning the code, customs declarants can save the information on their personal devices and refer to it at any time, instead of bringing paper documents or search the information from the beginning.

From the beginning of the year to the end of October 2024, Lao Cai Border Gate Customs Branch processed 76,052 import-export declarations (47,174 import declarations and 28,878 export declarations).

The total import-export turnover reached more than US$2 billion, an increase of 129% year-on-year. Of which, exports reached more than US$1.4 billion, an increase of 184%; the turnover with tax alone was more than US$24 million, accounting for 1.7% of the export turnover. The main export items are: dragon fruit, bananas, cassava, various types of wood, lychees, durians, etc.

Import turnover was US$633 million, an increase of 60%, of which the taxable turnover reached nearly US$319 million, accounting for 50.4% of import turnover. The main import items are: agricultural products (vegetables, tubers, fruits of all kinds), chemicals, fertilizers, plastics, plastic products, confectionery, plywood, machinery and mechanical equipment, etc.

Notably, the total number of enterprises participating in import-export activities at the branch is 712, an increase of 109 enterprises compared to the same period in 2023.
