Turnover reaches US$94.88 billion
In July 2023, the working group of the leader of Bac Ninh Customs Department worked with Yadea Vietnam Electric Motorcycle Co., Ltd and Boviet Solar Science and Technology Co., Ltd. At the working session, the leader of Bac Ninh Customs Department recognized the impressive results that businesses have achieved, contributing to promoting production and business activities. At the same time, it is committed to being willing to support and accompany businesses in the import and export activities in the area, thereby attracting many investors to Vietnam. |
Bac Ninh Customs Department has focused on training, job assignment, strengthening administrative discipline to make the most of existing resources to better meet the needs of customs management requirements in the area.
According to statistics of the Bac Ninh Customs Department, there are more than 5,000 enterprises dealing with import and export activities in the management areas of Bac Ninh, Bac Giang and Thai Nguyen. The main types of import and export include non-taxable imported and exported goods of export processing enterprises; tax exemption (import of raw materials and supplies for export processing, production; export of processed products...) and some taxable goods such as imported machinery and equipment; imported goods for business production; imported business consumer goods.
In 2022, the total trade in the management areas of the Customs Department of Bac Ninh province reached US$176.6 billion (equivalent to 108% compared to 2021) and became a leader in import and export turnover nationwide. The budget revenue of Bac Ninh Customs reached VND12,472 billion (exceeding the assigned target 16% and the target 5%).
As of August 15, 2023, the total import-export turnover through Bac Ninh Customs Department reached US$94.88 billion (equal to 85% of the same period in 2022), of which exports reached US$53.86 billion and imports US$41.01 billion. According to statistics, the total import-export turnover in Bac Ninh area reached US$43.69 billion; Bac Giang US$24.57 billion and Thai Nguyen US$26.61 billion.
The year-on-year decrease in trade turnover was because large enterprises and corporations in the area faced difficulties due to the decline in number of orders, the increase in production costs, production lines have not enough capacity and still have to maintain production to retain workers. In addition, the political and economic instability on a global scale has directly affected Vietnamese businesses, especially businesses engaging in export production; the decline in consumer demand in the world market has affected production, business and import and export.
Strengthen business support activities
Recognizing the difficult situation of the business community, from the beginning of 2023, leaders of Bac Ninh Customs Department have proposed a series of solutions to remove difficulties, facilitate and support businesses in the area. In addition, the unit has always considered the construction and development of the Customs-Business partnership and stakeholders as an important factor in creating consensus in the business community to complete assigned political tasks.
Continuously, Bac Ninh Customs Department and its affiliated Customs Branches held business dialogues in the areas under their management. This is an important and practical forum for the Customs to direct talk with businesses, listen to their difficulties, problems and recommendations and is an opportunity for the Customs to disseminate new mechanisms, policies and regulations related to import and export activities, thereby promptly removing difficulties for import and export activities to facilitate trade.
Moreover, to support businesses more effectively, Bac Ninh Customs Department signed a Regulation on coordination with Industrial Park Management Boards of provinces: Bac Ninh, Bac Giang and Thai Nguyen. The content of coordination aims to improve the efficiency of state management in the provinces according to the functions and tasks of each unit and support the business community in investment, export and import activities. This activity demonstrates the initiative of the management agencies in supporting and facilitating the business community in implementing investment activities, as well as in production, business and import-export, contributing to improving the investment and business environment and improving the competitiveness index of three provinces. Provincial People's Committees and General Department of Customs has also highly appreciated this activity of Bac Ninh Customs Department and Industrial Park Management Boards of provinces.
Currently, Bac Ninh Customs Department has signed a Memorandum of Understanding and Action Plan with 12 businesses participating in the Program to support enterprises in voluntary compliance with customs laws (according to Decision 1399/QD-TCHQ dated July 15th). 2022). The pilot program is aimed at 80% of participating businesses either increasing their compliance level or keeping their high compliance level. The program first and foremost benefits the business community; and improve the management efficiency of Customs and state management agencies, create a healthy business environment, and improve national competitiveness.

Currently, Bac Ninh, Bac Giang and Thai Nguyen provinces have about 31 industrial parks with an area of over 12,000 hectares. According to the planning of the provinces, the number and scale of industrial parks will continue to increase in the coming time. The number of businesses has increased rapidly, accordingly the flow of import and export goods has also increased, posing requirements and pressure in customs management, requiring Bac Ninh Customs to meet the requirements of management and facilitate international trade activities at the same time.
