Currently, the Bac Ninh Customs Department is regularly carrying out import-export procedures for about 600 enterprises. Most of these enterprises are big FDI enterprises such as Samsung Electronics Vietnam, Thai Nguyen (SEVT), Samsung SDI Vietnam Co., Ltd., Bujeon Vietnam Electronics Co., Ltd., Yuto Vietnam Printing Co., Ltd. Total import turnover of goods in the Bac Ninh Customs Department was very large. In 2016, export turnover reached $US 108.580 billion. In the first 5 months of 2017, the total turnover of imports and exports reached more than $US 31.3 billion, an increase of over 19% (compared to the same period).

With the above figure, we can see the workload in the area under the management of the Bac Ninh Customs Department is very large. According to Mr. Tran Thanh To, the Director of the Bac Ninh Customs Department, on average, the Department carries out procedures for about 2,600 Customs declarations each day. Although there is much workload, the Bac Ninh Customs Department always ensure the time for settling Customs procedures for enterprises and does not let any negative effects on the operation of enterprises.

Along with the economic and social development, the number of enterprises in Bac Ninh is increasing, thus requiring State management and facilitation with Customs offices to increase. With the assigned mission, the Bac Ninh Customs Department has helped businesses in the area to clear goods conveniently and quickly.

It can be seen that the Bac Ninh Customs Department mainly manages export processing enterprises, processing, export production enterprises which have a variety of goods, many types of models, so they often encounter problems in Customs procedures. In order to support the businesses well, the Department has implemented many forms, including the application of information technology in management of imported and exported goods; actively grasping, resolving difficulties and problems for enterprises; reviewing and proposing the revision of regulations on taxes, tax administration and Customs along the direction of inter-related communication among concerned agencies in order to reduce procedures, reduce time and expenses for enterprises.

According to the Director of the Bac Ninh Customs Department, Mr. Tran Thanh To, the Department always emphasizes the principle of "accompanying the enterprise", understanding enterprises, so in recent years, the Bac Ninh Customs Department has paid attention to implementing the reform of procedures, modernization of Customs, efforts to improve the enforcement of the service to meet the requirements of management and create the best conditions for enterprises to carry out Customs procedures.

Along with that, the Bac Ninh Customs Department has strengthened the legal dissemination activities to the business community in various forms such as sending documents, publicizing documents, propagating on the portal of the Province and other localities and other media. Especially, the Department often organizes dialogues with enterprises to timely solve difficulties and problems. Thanks to good law advocacy and propaganda, most of enterprises in the area have complied well with the policies and laws, not arising complaints.

In addition, the Bac Ninh Customs Department also strengthened the coordination with other agencies and departments in the province to exchange, provide information and solve administrative procedures quickly and accurately. There are a number of activities such as coordinating with the provincial tax department in tax refund management; cooperating with commercial banks and connecting online with State Treasury to make electronic payment via bank, therby significantly shortening the payment time, taxes and fees of enterprises.

In particular, in order to reduce costs in production and business activities, improve efficiency and profitability of enterprises operating in the area, the Bac Ninh Customs Department has built the organizational structure in the direction of creating the most favourable conditions for enterprises in the key industrial zones.

The reform of procedures and facilitation of the Bac Ninh Customs Department has been recognized and highly appreciated by the business community in the area. According to the feedback of the business community, they always receive the support and maximum facilitation of the Department, not only speeding up the customs procedures but solving administrative procedures arising beyond working hours.
