The conference aimed to inform the related units of the draft regulation on piloting automatic Customs control and supervision of goods imported, exported and transited at Noi Bai international airport and guide to use functions of the automatic Customs control and supervision system for goods imported, exported and transited at Noi Bai International Airport.
Speaking at the conference, Deputy Director of Ha Noi Customs Department Tran Quoc Dinh said that the implementation of control and supervision system of goods transported by airway would reduce the time, cost, papers, and dossiers in the Customs clearance process for enterprises.
Previously, the enterprises might send the paper information to the Customs office for confirmation, that took a lot of time and documents could be faked. Now, the automatic control and supervision system will automatically send electronic data to the warehouse to get goods with consignments which were cleared or allowed to take out of the Customs supervision area, which helps the warehouse proactively deliver goods, saving time, providing accurate information and preventing faked document.
According to the plan, from 16 October 2017, the Hanoi Customs Department will pilot the automatic control and supervision for goods imported, exported and transited at Noi Bai international airport, the aviation warehouse NCTS is the first pilot unit. ALSC and ACSV warehouses will complete the deployment in November 2017, ensuring all goods at Noi Bai international airport implemented on the system.
According to Mr. Dinh, with the aim of logistics development in the capital, the goods control, and supervision system and IT applications would be a useful tool to help Customs agencies and airlines quickly clear goods and implement State management efficiently and effectively in the spirit of Government’s Resolution 19 / NQ-CP.

In the framework of the conference, the representatives of the Customs IT Department, Customs statistics Department (the General Department of Vietnam Customs) and the Customs control and supervision division (Hanoi Customs Department) gave instructions on operational process between Customs and warehouse operators; instructions on using functions of the control and supervision system; and responsibilities of the Customs declarants in carrying out the Customs procedures for goods transported by airway.
The nature of the air cargo control and supervision project is based on pre-flight information and cargoes given identification number. This number is associated with the import-export declaration. Warehouse operators must send information on goods in and out of the warehouse and list of other wrong goods together with an identification number to Customs office in the goods operation. The benefits are: Customs office manages inventories and status of each consignment at any time. At the same time, risk assessment and pre-screened listing for goods loaded, unloaded, stored at aviation warehouses can be done. The system also allows the connection of import-export declarations to classify channels when goods arrive and limits cancellation of declaration The introduction of electronic airway bill of lading (eAWB) meets standards of the Montreal Convention 1999 (MC99), permits airlines to replace paper documents with electronic documents, shortens the time, reduces costs and enhance competitiveness. |
