Apart from reducing about 200 teams, the Customs will reduce at least 10 Customs Branches

In 2018, the Customs is actively deploying the rearrangement of the apparatus of its attached units, could you please share how the Customs has done? To what kind of criteria is the structure reorganized?

Determining the reorganization of the apparatus is a key task in the reform and modernization of the Customs sector. The General Department of Vietnam Customs has always taken the initiative in revising and evaluating the organization in the direction of streamlining and effective operation.

From 2016, before the Resolution No. 18-NQ / TW of the Central Committee on some issues to renovate, reorganize the system of political system, the General Department of Vietnam Customs has taken the initiatives in revising and reporting to the Ministry of Finance the rearrangement of intermediary units at the General Department of Vietnam Customs and the provincial / municipal Customs Departments so as to conform with the regulations on organizing the ministries and meet the requirements of centralized management under VNACCS electronic Customs clearance system.

To reorganize the apparatus of the provincial / municipal Customs Departments, the General Department of Vietnam Customs has taken the initiative in studying and submitting to the Ministry of Finance a Decision No. 2015 / QD-BTC dated 6 September 2017 promulgating the criteria for establishment, reorganization of Customs Branches and Decision No. 2094 / QD-BTC dated 17 October 2017 to reorganize the teams under the Customs Branches and their relevant units under the provincial or municipal Customs Departments.

The work of reviewing and rearranging the organizational structure of the General Department of Vietnam Customs is always carried out in an active, orderly manner, in accordance with the direction of streamlining and efficient operation. The system of documents on the functions, tasks and organizational structure of units belonging to the General Department of Vietnam Customs has clarified the functions, tasks, competence and responsibilities of each unit in the organizational system and clearly defined the rights and responsibilities of units in the organizational system of the General Department of Vietnam Customs to actively promote the reform process, Customs modernization to meet the requirements of political tasks.

In addition, in order to carry out this arrangement, the General Department of Vietnam Customs sent an official dispatch to the provincial / municipal Customs departments, requesting the heads of the provincial / municipal Customs Departments to thoroughly understand all cadres and civil servants regarding the undertakings, policies and regulations of the Party, the Government, the Ministry of Finance and the General Department of Vietnam Customs towards streamlining and effectiveness.

According to the plan to the end of the second quarter of 2018, the General Department of Vietnam Customs will complete the review and rearrange the organization, team structure of the Customs Branches. Please tell us how many teams will there be in Customs Branches after reduction?

The reorganization of the organization and the team of the Customs Branches will be completed by the end of the second quarter of 2018. Till now, the General Director of Vietnam Customs has issued 24 decisions regulating the organizational structure of the Customs Branches and equivalent units of the 24 provincial Customs Departments (Hanoi, Hai Phong, Quang Ninh, Tay Ninh, Ca Mau, Dien Bien, An Giang, Kien Giang, Quang Nam, Quang Ngai, Ba Ria - Vung Tau, Binh Duong, Binh Dinh, Binh Phuoc, Can Tho, Dong Nai, Dong Thap , Ha Nam Ninh, Thanh Hoa, Khanh Hoa, Long An, Nghe An, Lao Cai and Ha Giang).

Accordingly, the number of teams which has decreased are 170 out of 373 teams in 24 Customs Departments. In addition, the General Department has rearranged the organizational structure of the Inspection Customs Branch under the Customs Inspection Department, which reduced 11 out of 21 teams. It is expected that after restructuring in this June 2018, the Customs will reduce about 200 teams.

At what level of Customs Branches and Customs Departments will be rearranged by the General Department of Vietnam Customs?

The reorganization of Customs Branches and Customs Departments has also been formulated. Accordingly, with the level of Customs Departments and equivalent units in the third quarter of 2018, the General Department of Vietnam Customs will review and report to the Ministry of Finance the plan for rearranging the Customs office and its equivalent unit. Customs according to the criteria stipulated in the Decision No. 2015 / QD-BTC of the Ministry of Finance. It is expected to reduce at least 10 Customs Branches according to the Ministry of Finance's Action Plan to implement Resolution No. 18-NQ / TW issued together with Decision No. 444 / QD-BTC of 30 March 2018.

For the provincial / municipal Customs Departments, the General Department of Vietnam Customs shall review and report to the Ministry of Finance the plan on reorganization of the Customs Departments according to the criteria prescribed in Decree No. 36 / 2015 / ND-CP dated 17 April 2015 of the Government stipulating the criteria for setting up the Customs Department; organization, tasks and activities of Customs at all levels.

It is a fact that the work of the Customs sector is on the increase, the Customs management and supervision require favorable conditions for strict management. With this requirement, what will the Customs do to rearrange the management mechanism in a streamlined direction and still improve the efficiency of operation?

The process of reviewing and rearranging the organizational structure of the Customs has been carried out prudently, in association with the reduction of administrative staff in the Customs sector, the enhancement of efficiency of the Customs. At the same time, the reorganization of the Customs apparatus has been carried out in association with the renovation of the mode of leadership and administration and the review of the functions and tasks of the units, in line with the real conditions of each management area.

To carry out this task, the Customs shall review and assess cadres and civil servants to reorganize. Accordingly, the arrangement of civil servants must be based on their employment positions, suitable to the qualifications and capabilities of cadres and civil servants so as to ensure the right work assignment, the right level. At the same time, the training and management of human resources should be strengthened to meet the requirements of reform and modernization of the Customs sector.
