An independent measurement mechanism for the NSW implementation by ministries and sectors will be issued

At the National Conference on "Promotion of the NSW, ASW and trade facilitation" last week, Prime Minister Nguyen Xuan Phuc requested the Ministry of Finance to promptly complete the draft and submit to the Prime Minister the Action Plan for August, 2018.
The Action Plan is seen as a driving force to accelerate the implementation of the NSW and ASW in the coming time. One important content in the draft which has received much attention is a solution to promote the implementation of the NSW. According to the draft developed by the Ministry of Finance, there are five important solution groups.
The first group is the improvement of legal basis and administrative reform. In terms of the improvement of legal basis, the main content is to develop and propose to the Government to issue a Decree regulating the implementation of administrative procedures via NSW and ASW and specialized inspection for import and export goods.
The issuance of the Decree will create a sufficient legal corridor for the use and exchange of electronic documents and dossiers for administrative procedures in the country and other countries and economic community; create a sufficient legal corridor for the exchange of data among government agencies on the basis of the NSW Portal so as to serve the State management; and ensure sufficient legal basis for providing public service level 4 through NSW ...
The second group is related to development and deployment of IT system. Accordingly, the development and deployment of IT systems for the implementation of NSW and ASW will be aimed at centralized processing through the NSW Portal, based on advanced technology in line with the development trend of the technology revolution 4.0 in order to meet the progress committed to by the Government, to save and ensure investment efficiency and make use of resources as well as enhance information security.
At the same time preparing the technique well, to carry out the NSW in accordance with the roadmap and ensuring the exchange and processing of commercial documents with other countries and economic community, and between enterprises to facilitate trade and enhance national competitiveness.
Another important content in the second group is piloting the hiring of third-party services to provide utilities for both enterprises and State agencies in the implementation of administrative procedures through NSW and ASW.
The third solution is to develop and implement a project to manage e-commerce activities for cross-border goods. This group focuses on developing and deploying an overall project for connecting government agencies and parties in the supply chain (including commercial banks, insurance companies, import-export companies and logistics companies). ...) related to e-commerce activities for cross-border goods on NSW and ASW.
The implementation of the above objectives should improve the policy to manage e-commerce activities for cross-border goods; study and promulgate administrative procedures to manage e-commercial activities for cross-border import and export goods; develop mechanisms of payment, guarantee and develop a national database on e-transactions and e-commerce for cross-border goods.
The fourth group is related to training, advocacy and support. The main contents of this group are developing materials to propagate and guide the implementation of NSW and ASW; developing a mechanism and an organization to assist users on the NSW portal; developing a plan for training and propagation to raise the awareness of people and enterprises on NSW.
On the other hand, it needs to assist the agencies, organization and enterprises to participate in NSW; to organize training for IT officers at state management agencies at all levels in order to meet the requirements of the IT task; to organize training for officers to deal with information on the NSW Portal.

The fifth group is to develop a supervision and report mechanism and independent measurement mechanism. This group is to develop the mechanism to monitor the implementation of tasks by ministries and sectors in the roadmaps and plans set by the Government, by publishing publications on relevant annual reports related to measure the time of Customs procedure implementation and Customs clearance, and evaluate the satisfaction of the business community in the implementation of public services through NSW.
