Customs takes drastic action to implement Resolution 01 of the Government

VCN - The action plan on implementing Resolution 01/NQ-CP of the Government, Decision 33/QD-BTC and the Program on formulating legal documents in 2023 of the Ministry of Finance have just been issued by the General Department of Vietnam Customs.

This plan is issued following Decision 199/QD-TCHQ. Accordingly, the General Department of Vietnam Customs (GDVC) has specifically assigned units to carry out 19 tasks chaired by the Ministry of Finance and 13 tasks coordinated by the Ministry of Finance.

Many solutions

To successfully implement the goals and tasks following Resolution 01/NQ-CP of the Government on the main tasks and solutions to implement the socio-economic development plan, state budget estimates and improve the economic environment and enhance national competitiveness in 2023, GDVC requested the leaders of units under the GDVC to implement the assigned tasks.

In particular, when implementing, it is necessary to concretize tasks into solutions, schemes, tasks, and outputs and take responsibility before the Director General for the results of implementation, and the progress of completing the assigned tasks.

According to GDVC, in 2023, in the context of the impact of the world economy as well as the commitments to cut tariffs, it is posing many challenges for Vietnam's import-export activities in general and the state revenue of the Customs sector in particular.

From the end of 2022, many key import sectors have fallen sharply, especially raw materials for export production. Even some did not have orders, especially in the textile and garment, footwear, furniture, industrial aluminum, iron and steel industries, and cement.

It was forecast that in 2023, tax revenue from import-export activities might decrease compared to previous years. Meanwhile, in 2023, GDVC was assigned to collect VND 425,000 billion to state revenue by the National Assembly. The 2023 revenue estimate is built on the basis of expected economic indicators such as GDP growth rate is 6-6.5%; crude oil price is US$70/barrel; export turnover increased from 8-9%; and import turnover increased from 7-8%.

In that context, to implement state revenue collection, GDVC issued Directive 479/CT-TCHQ on synchronous and drastic implementation of measures to facilitate trade and improve the effectiveness of state management, combating revenue loss in revenue collection.

Accordingly, GDVC requests units to closely monitor the movements, economic situation, prices, inflation, world and domestic markets, reporting and warning of risks to take appropriate counter-tactics; implement monetary policy firmly, proactively, flexibly, effectively, in harmony, rationally, and closely with the implementation of key expansionary fiscal policy and other policies.

At the same time, drastically direct the management of state revenue, ensuring correct, sufficient and timely collection in accordance with regulations; continue to reform tax administrative procedures, promote the electronification of tax administration; amending, supplementing and perfecting tax administration institutions, especially in some fields, new production and business activities arising in the digital economy, cross-border electronic transactions; anti-price transfer, tax evasion; and aggressively collect tax debt.

Accelerating administrative reform

Towards the overall goal of building regular and modern Vietnam Customs, on par with developed countries' customs, leading in implementing Digital Government, with a smart Customs model, GDVC recommended that units should step up the organizational arrangement in association with the effective implementation of the annual payroll reduction roadmap so that by 2026, the target of reducing civil servant payrolls by 5% and officers payrolls by 10% which is paid from the state budget.

The Customs sector will continue to thoroughly grasp and institutionalize in a timely and accurate manner following the guidelines of the Party in the Documents of the 13th National Congress, the resolutions of the Central Committee, resolutions, conclusions, directives of the Politburo, the Secretariat; effectively organize the implementation of Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Committee and the Plan No. 11/KH-TW to implement Resolution No. 27-NQ/TW.

In addition, units need to focus on effectively implementing the Master Program of State Administration Reform in the 2021-2030 period; program on reducing and simplifying regulations related to business activities in the 2020-2025 period. Implementing seriously, fully and effectively the tasks of promoting reform of administrative procedures, modernizing methods of direction and administration, and improving the efficiency of administrative procedures to serve people and businesses.

Furthermore, concentrating resources to improve the quality of the work on formulating and organizing law enforcement. Focusing on the implementation of policy dissemination; effectively implementing programs and projects on law dissemination and education.

Strengthen the application of information technology in law dissemination and education; innovate and diversify forms of legal access for the people. In particular, striving to achieve a rate of over 85% of complaints and denunciations within their competence to be resolved promptly and legally right from the moment they arise at the establishment; implementing the decisions on settlement of complaints, decisions on handling of denunciations that have taken legal effect which is strived to reach over 90%.

Researching and proposing amendments and supplements to regulations on management and specialized inspection of import and export goods in the direction of reducing the list of goods in group 2; fully applying principles of risk management; supplementing the list of items exempted or reduced from specialized inspection; changing the management method from inspecting each shipment to checking by item.

Rectifying inefficient inspection activities; reviewing and adjusting inspection and examination plans to ensure that there is no overlap; does not affect lawful operations of the enterprise.

Reviewing, amending and supplementing the customs legal system to serve the requirements of state management of customs. At the same time, continuing to cut and simplify administrative procedures and facilitate trade. Stepping up the construction and implementation of digital transformation, development of green economy, digital economy, and digital society.
