Adding vitality for businesses via timely support solutions

Deputy Director General of Saigon Newport Corporation, Lieutenant Colonel Nguyen Phuong Nam said the Covid-19 pandemic has been significantly affecting production and business activities of firms, however, new policies and plans of the Government, ministries, agencies and local governments have helped operating businesses maintain their operation and those that have stopped operations resume their operation.
The first solution is to create favourable conditions for firms to enjoy fast clearance and receive goods and take them from ports to their factories easily and quickly, helping reduce the congestion at ports.
The second solution is vaccination for employees in factories. Only when factories and businesses work will goods be taken out of warehouses or seaports for production. "If businesses are weak and do not work, goods will be likely to be backlogged at ports," said Nam.
The third solution is to legalise the documents applicable to Cat Lai port to cope with possible situations. The involvement of the Ministry of Finance, the Ministry of Transport and the Ministry of Industry and Trade has prevented congestion. If there had not been quick intervention from the above authorities, congestion could happen as same as in the ports of foreign countries.
However, the representative of Saigon Newport Corporation said, to release goods quickly and avoid congestion at Cat Lai port, the most important solution is to create the best conditions for operating businesses and restart those that have stopped operations by adding vitality to them and prepare plans to deal with possible congestion at ports.
According to statistics from Saigon Newport Corporation, the capacity of ports in HCM City and neighbouring areas is only about 30-35% of Cat Lai port’s. Therefore, if Cat Lai port is congested for a short time, other ports will also face the risk of congestion.
The solution Saigon Newport is carrying out is to connect with other ports to regulate ships to those ports if Cat Lai port shows signs of congestion or refuses to receive ships.

The Customs support by allowing enterprises to revise information on e-manifests and to take goods at port is an efficient solution which has been applied in many countries in the world. The legalisation of this solution is necessary to create a legal corridor for customers, carriers and businesses.
