At the conference, the Director of Bac Ninh Customs Department, Tran Duc Hung, said the pilot program's goal in supporting and encouraging businesses to comply with the customs law voluntarily is to increase compliance level or maintain the high compliance level of 80% of enterprises.

During the program's implementation, Bac Ninh Customs Department will review achievements and assess the program's effectiveness for the Customs and business community. In addition, the department will report and propose to the GDVC to expand the number of participants soon.

5,615 enterprises have performed customs procedures at customs branches under Bac Ninh Customs Department.

According to statistics and data on the classification of compliance level for customs declarants at Bac Ninh Customs Department, over 58.4% of enterprises have a low compliance level (level 4), 23.6% of enterprises have an average compliance level (level 3), and the remaining enterprises has the level 1 and level 2. The Vietnam Government has promulgated drastic and flexible solutions to promote economic development further, improve the business environment and national competitiveness, and support and facilitate businesses to restore production and business after the Covid-19 pandemic. The encouragement of businesses to voluntarily comply with customs laws is one of the major policies of the Government, the Ministry of Finance and the Customs sector.

This content is concretized in Decision 1399 of the Director General of Vietnam Customs.

"Participating in the program benefits the business community, improves the management efficiency of Customs and the state management agencies, creates a healthy business environment, and enhances national competition. Therefore, businesses have both the benefit and the obligation to comply with the law by closely coordinating with the customs to re-evaluate the current compliance to clarify the factors and causes affecting the compliance level, thereby providing plans to raise the compliance level," said Hung.

The department's leaders signed the MoU and action plans with 12 enterprises recognized by the General Department of Vietnam Customs as pilot program members.

The program is one of the premises to help the Bac Ninh Customs Department standardize administrative procedures and commit to trading facilitation towards digital and smart customs.

Director of the Risk Management Department Nguyen Nhat Kha wished that the business community would continue to cooperate with the Customs in implementing the program to improve the compliance level and reduce the rate of physical inspection of goods. On the other hand, continue to give comments to the Customs for better service and completion of the program.

Currently, the Customs agency evaluates businesses at five levels and publicizes for the enterprises to understand the compliance level and assess the level of other enterprises.

The compliance rate at level 1,2,3 by enterprises carrying out customs procedures at the department accounts for 42%. The number of enterprises at levels 4 and 5 accounts for 58%.

Director of the Risk Management Department Nguyen Nhat Kha also suggested that the Bac Ninh Customs department collaborate with the department to review and expand the number of enterprises participating in the pilot program.

In 2021, the department's total import and export turnover hit US$ 163, topping across the country.

From January 1 to November 16, 2022, the total trade in goods reached US$ 159.2 billion and continued to maintain the leading position in Customs departments nationwide.

As of November 16, the revenue in Bac Ninh Customs Department recorded VND11,223 billion, meeting 103.5% of the target.
