VCN – The General Department of Customs has instructed KA International Transport Joint Stock Company and Customs departments including Hanoi, Hai Phong, Binh Duong, Da Nang and Lang Son on customs procedures for goods in transit and goods in independent transportation which have changes in transport mode.

According to the above regulation, Yen Vien railway station is allowed to change the mode of transport and means of transport for goods in transit.Accordingly, Clause 19, Article 1 of Decree 59/2018 stipulates: The following transit activities shall be carried out at the ports of entry, ports of exit, bonded warehouses, container freight stations (CFS), venues for completing customs procedures at the inland ports of entry or exit (depots), inspection and supervision areas for cargo shipped by postal service or express delivery services; transshipment, warehousing, changing in transportation models, changing means of transport; deconsolidation, packing together in one container, carriages carrying in-transit and to be imported cargos, or exported cargos for which customs procedures have been completed, in-transit cargos waiting to be exported, or in-transit cargos packed together with cargos which are exported and imported through postal service or express delivery services.
Customs procedures for goods in transit with changes in modes of transport or means of transport comply with Clause 19, Article 1 of Decree 59/2018 dated April 20, 2018 amending and supplementing a number of articles of Decree 08/2015 dated January 23, 2015 of the Government.
The transport route of goods in transit follows the instructions in Circular 16/2017 dated May 22, 2017 of the Ministry of Transport on the route for transporting goods in transit through the territory of Vietnam.

In addition, the General Department of Customs has also guided the procedures for goods transported from CFS to the export border gate with changes in modes and means of transport.
