According to the General Department of Vietnam Customs (GDVC), to improve the capacity of Vietnam Customs School in training and retraining customs officers, since 2015, the GDVC has assigned its representatives to attend the INCU’s meetings and forums. In 2016, a delegation of Vietnam Customs School led by the Rector attended the Youth dialogue forum entitled “Building capacity on the basis of international Customs cooperation” held by the INCU in Baku, Republic of Azerbaijan.
After this mission, with the approval of the GDVC, the Vietnam Customs School was officially recognized as a member of INCU. Accordingly, in 2017, INCU invited the Vietnam Customs School’s teachers and students to present new topics on modern customs management in Baku, Republic of Azerbaijan.
Through the process of attending INCU’s activities as a member and during the time of membership, the Vietnam Customs School has not been fully entitled to benefits and has not participated in INCU’s specific activities.
Therefore, on February 4, the GDVC’s leader approved the policy and sent an official letter to the UNCU President agreeing the conditions for participation as an official member. Accordingly, on March 23, 2020, Prof. David Widdowson, INCU President signed an official membership certificate to Vietnam Customs School.
By this certification, Vietnam Customs School will annually participate in international conferences and events held by INCU and fulfill member obligations as prescribed.
As an official member of INCU, the Vietnam Customs School will develop plans in accordance with its functions and duties as well as the annual action plan.
Specifically, the Vietnam Custom School proposes INCU and members to assist it in teaching and scientific research to become a WCO Regional Training Center. Currently, many INCU members have been recognized as WCO Regional Training Centers.
Also, it will propose INCU to support English training for its teachers and customs officers; exchanging and learning experience in training and capacity building for customs officials in modern customs management; coordinating in training and publishing customs knowledge to the business community.
Particularly, collaborating in projects on building training materials for Vietnam Customs officers and customs officers of other countries aroundthe world.
