The Government Office has announced the conclusion of the Deputy Prime Minister, Mr. Vuong Dinh Hue at the first meeting of the National Steering Committee for the ASEAN Single Window, the National Single Window and trade facilitation.
From date to 2018, the target of the Government is to create fundamental changes in the implementation of the National Single Window. Accordingly, the Deputy Prime Minister has requested Ministries and Departments to actively implement measures and tasks set out in the Prime Minister’s Decision No. 2185/QD-TTg of 14th November 2016 on the General Plan for the implementation of the National Single Window for 2016-2020.
In particular, the functional authorities should focus on implementing the programs and specific action plans in line with the duties of the Ministries with a suitable roadmap to send the Standing Agency in January 2017; implementing the expansion of administrative procedures to officially connect with the National Single Window.
Also, the Government will continue to review legal documents on specialized inspections for imported and exported goods, especially for 73 groups on the list issued with the Prime Minister’s Decision No. 2026 / QD-TTg of 17th November 2015 to modify and simplify procedures; facilitate enterprises in the field of import and export; conduct socialization at a number of stages, implement procedures of specialized inspections; and enhance the awareness of the ASEAN Single Window, the National Single Window and trade facilitation.
The Deputy Prime Minister has assigned the Ministry of Finance to collaborate with relevant Ministries in the first quarter of 2017 to propose to the Prime Minister to issue a Directive on promoting and improving the efficiency of implementation of the ASEAN Single Window, the National Single Window and trade facilitation.
Accordingly, the Ministry of Finance shall coordinate with the relevant Ministries to propose an overall plan for infrastructure investment in the application of information technology for the ASEAN Single Window, the National Single Window and trade facilitation. Also, the Ministry of Finance will coordinate with the electronic portal of the Government to seek solutions to ensure interaction between the portal of the National Single Window and the portal of the Government.
The resources to implement the ASEAN Single Window, the National Single Window and trade facilitation mainly come from public investment and information technology expenses which are allocated to Ministries under regulations of the Ministry of Finance (the General Department of Vietnam Customs).
The Deputy Prime Minister has assigned the Ministry of Finance to make plans to implement the ASEAN Single Window, the National Single Window and trade facilitation; and proposes to amend regulations on pilot services in the field of information technology applied to the development of the information technology system for the National Single Window, especially for rental services of infrastructure, redundant systems, and plans for security, safety and availability of the entire system.
The Ministry of Finance needs to organize regular dialogues with the business community about the ASEAN Single Window, the National Single Window and trade facilitation. Accordingly, the Standing Agency will make plans to collaborate with Steering Committee 1899 to hold dialogues with enterprises in 2017; and construct manuals on the ASEAN Single Window, the National Single Window and trade facilitation to publicize widely in society.

The Ministry of Finance should also collaborate with Vietnam Television and the Vietnam Chamber of Commerce and Industry to implement training activities and communications to the business community.
