Thua Thien Hue Customs: 100% of enterprises' questions answered

According to Thua Thien Hue Customs Department, after reviewing the performance of cooperation agreements between Customs and enterprises, the unit expanded the agreements with signed 10 enterprises for the same goal: The business community and the Customs are reliable partners for the mutual development. At the recent Customs –Business Dialogue conference, the businesses appreciated Thua Thien Hue Customs officers for their enthusiasm, seriousness, professionalism, and support for businesses to solve problems quickly and effectively.

In fact, Thua Thien Hue Customs Department has offered many flexible solutions from promoting digital transformation to simplifying customs procedures. Currently, 100% of customs declarations generated at the unit are processed online, of which 74.62% are classified in to the Green channel with clearance time from 1-3 seconds. In addition, the department also receives and handles administrative procedures through the online public service system HQ36a.

Notably, the number of Green channel declarations at Thua Thien Hue Customs Department accounts for a large rate. In the first half of 2023, the number of declarations processed by the unit is more than 18,600, of which the Green channel accounts for 74.62%. This rate is higher than the average rate of Green channel declarations in the whole Customs sector, which complies with management requirements and initially meets the assigned targets on administrative reform, simplification of customs procedures, and trade facilitation in 2023.

In addition, towards the goal of supporting and creating favorable conditions for businesses to enforce the provisions of the law in the field of customs, Thua Thien Hue Customs Department has actively promoted dissemination and support businesses to learn and strictly complies with the provisions on import and export activities, helping businesses improve their compliance level, reduce Yellow and Red channels declarations, thereby replicating the cooperation model and encouraging other businesses to sign cooperation agreements with the Customs.

Especially, for the group of partner businesses (10 partner businesses and 5 enterprises participating in the voluntary compliance program), the unit has applied a social networking platform to provide timely, complete and accurate information about policies and laws in the most convenient way; share mistakes in the customs clearance process that businesses often encounter to help them avoid unnecessary errors.

As a result, in the first 6 months of 2023, the unit has supported, advised and answered more than 60 problems arising in the implementation of customs procedures and tax policies for businesses in the area. 100% questions were answered promptly. At the same time, the unit has focused on effectively exploiting the information technology system, stably running the automated customs clearance system, the online public service system, and the automated customs supervision and management system. From the beginning of the year, Thua Thien Hue Customs has processed hundreds of administrative documents on time through the online public service system of the Customs sector; monitored 74 cargo records through warehouses and ports through the VASSCM.

Furthermore, the customs braches has actively looked up and exploited electronic documents issued through the national single-window portal and ASEAN single-window portal for inspection and fast clearance of goods. In the first 6 months of 2023, the unit has processed nearly 730 specialized inspection documents through the National Single Window.

Director of Thua Thien Hue Customs Department Nguyen Quang Thanh said the Customs office will continue to promote administrative reform, simplify customs procedures, attach customs procedure reform with building a digital customs towards Smart Customs under the objective of customs reform, development and modernization by 2025; further strengthen dissemination for customs declarants and taxpayers; improve the capacity and qualifications of customs officials in performing their tasks, meeting management requirements in the new situation.
