Speaking at the Conference summarizing the working performance of the Customs sector, the Director of Hai Phong Customs Department Nguyen Tien Loc remarked: specialized examination is a major problem for a long time. Currently, the major obstacle in specialized examination is the application of HS codes.

Mr.Nguyen Tien Loc analyzed, as per provisions of law, the Ministry of Finance is the leading agency for decision on standardized codes, the list of goods which are subject to specialized management of relevant ministries and agencies must be unified with the code. But in fact, there are items which are subject to management by many ministries and agencies, leading to inconsistency on the list with the codes, which caused difficulties for management.

The head of Hai Phong Customs Department took example: a finished milk item is managed by the Ministry of Health (management of food safety) and must be implemented quarantine under regulations of the Ministry of Agriculture and Rural Development (the products of animal origin) or the cheese item is the same.

Meanwhile the finished products in the developed countries are requested for high standards on quality and safety but when being imported into Vietnam, they are still inspected in many steps, causing difficulties for business as well as the Customs.

According to Mr. Ngo Minh Hai- the Deputy Director of the Customs Control and Supervision Department (under the General Department of Vietnam Customs), the fact shows that the specialized management for imported goods during the past time is still a major obstacle and prolongs the clearance time of goods and increase the cost for business.

Mr.Ngo Minh Hai said, the basic reason is the object to be inspected and the method of inspection have not been changed, which lead to the large amount of goods to be inspected.
