The Customs handled over 3.8 million dossiers via online public service system

According to the General Department of Vietnam Customs (GDVC), from the beginning of 2018 to present day, 3.84 million of Customs dossiers have been handled by the Customs via the online public service system, of which, from the beginning of April to the present day, 1.14 million dossiers have been handled.

Besides the e-Customs declaration, dossiers in the other areas have been handled via the online public service system such as: additional declaration of Tax dossier, cancellation Customs declaration, and tax refund procedures. Notably, 100% of dossiers processed via the system are responded by the Customs on time.

Regarding the number of administrative procedures processed via the system, the leader of e-Customs Portal Management Division (under the Customs IT and Statistics department of the GDVC) said that from the beginning of 2018 to present day, 44 administrative procedures have been implemented in the online public service system.

The 2 new procedures (under the Decision 26/QD/BTC of the Ministry of Finance announcing administrative procedures in Customs area) were updated in the end of March 2018, including the procedure for registration of participation in the tax exemption program and procedure for applying tax rate of headings 98.49. These administrative procedures are handled under the competence of Customs Departments or Customs Branch.

Hence, the Customs has fulfilled the target of expanding the online public service in 2018 (the target of expanding with 44 procedures).

170 administrative procedures have been implemented in the online public service system (level 3 and 4, and 126 administrative procedures were implemented in 2017), the Customs has provided all administrative procedures which are regularly transacted between enterprises and people with the Customs.

The reason for the 10 remaining procedures (Customs administrative procedures) that have not been implemented in the system, the representative of e-Customs Portal Management Division said that these procedures had been not implemented in the system because the implementation in the e-environment will not bring efficiency.

For example, the Tax exempt procedures for imported goods used for security and defense; goods under the local budget is only considered for Tax exemption if it is subject to goods which has not been domestically produced.

The Customs procedures for goods traded or exchanged by residents living in border zone, the object carrying procedure that are residents living in border zone, the deployment of dossier submission via online public service for these residents is not efficient.
