The Binh Duong Customs: To control strictly goods into and out the bonded warehouses

According to statistics from the Binh Duong Customs Department, up to May 25th, 2017, the total number of export-import customs declarations through the bonded warehouses in the area under the management of the unit was 19,548 declarations. Total import-export turnover reached nearly $US 1.5 billion. Imported and exported goods through the bonded warehouses were mainly plastic granules, chemicals in all types, printing ink, accessories of ink cartridge, leather, shoe lining, pens in all types, pulp from diaper, non-ferrous metal, agricultural products, finished product, cosmetics in all types, wood, fabrics, raw materials for medical instruments, synthetic rubber...

Deputy Director of the Binh Duong Customs Department Nguyen Truong Giang said that directed their Customs Sub-Departments managing the bonded warehouses in their area to assign their customs officers to take measures of customs supervision within and outside the work hours through direct supervision of the Customs officers or through surveillance camera system or customs seal. Accordingly, every year, Sub-Departments managing the bonded warehouses made plans actively on self-inspection for the operation of the bonded warehouses and legal compliance of bonded warehouse owners in order to take appropriate management measures, and correct errors if any. At the same time, every year, the Binh Duong Customs Department has also inspected the management of bonded warehouses according to the general plan on internal inspection.

In particular, in all bonded warehouses in the management area, the Customs officers always carry out seriously the feedback and track the feedback of goods transported from the import border gate, from the inland or from non-tariff zones, export processing enterprises into bonded warehouses and vice versa. They carry out the regulations on goods transportation under customs supervision for the independent transport declaration (BOA/BIA), as well as verify goods through the systematic monitoring area for goods shipping into bonded warehouses for export...

Accordingly, the management of goods into and out the bonded warehouses at the unit was implemented strictly and ensured compliance with regulations. The major errors were concentrated in tracking the feedback of goods transported independently under customs supervision, and monitoring and recording books. The Binh Duong Customs Department organized to correct and remedy timely, not to repeat offense. Up to now, smuggling or trade frauds have not been detected through the bonded warehouses in the area.

Modern management software

In order to create efficient management tools for the Customs offices and create favorable conditions for the enterprises, the Binh Duong Customs Department has implemented bonded warehouse management software on the computer, instead of manual management. Specifically, the system is divided into some independent software according to the users (the Customs, the enterprises dealing in warehouse) such as management software of warehouse management staff, management software for warehouse owners and information portal for receiving, and exchanging data (receiving services) between the Customs and warehouse owners declaring at the Department level.

Accordingly, all the bonded warehouse data of the units are managed by the software and reported remotely via the internet. The portal for receiving data at the department level allows the receiving of data from the report of the warehouse owners to any change in the goods in the bonded warehouses. Up to now, the software has created an effective management tool in the management of goods into and out the bonded warehouses, helped Customs staff to capture timely, compare and check the data of the bonded warehouse on the computer quickly, accurately. The functions of the program are in line with the regulations on bonded warehouse management and other processes and regulations of the Customs.

In addition, with modern management software are able to assist the Customs officers in searching, reporting in – out – inventory in each warehouse for statistics and report conveniently when tracking declarations of in – out warehouses. On the other hand, promoting the application of information technology to the bonded warehouse management of the bonded warehouse businesses making it easier to track and manage goods in bonded warehouses. Through this management software, the Customs office has created favorable conditions for the bonded warehouse businesses and the enterprises which deposit their goods in bonded warehouses, increase transparency when carrying out customs procedures as well as create clear, convenience for the enterprises in the process of goods declaration in and out bonded warehouses.
